About the Department

Responsible for overseeing the Damage Prevention Team and for protection of the City of Monroe’s underground utility infrastructure consisting of lines carrying telecommunication, electricity, natural gas, water, and sewer; minimizing the risk of accidents to underground utilities during excavation, construction, and demolition activities; ensuring compliance with federal, state, local, and company safety regulations.  Completes related work as required.  Work performed under the supervision of the Deputy General Manager of Energy Services and Water Resources.


This is medium work requiring the exertion of up to 50 pounds occasionally, 20 pounds frequently, and 10 pounds constantly. The role involves field work under varied environmental conditions and requires regular standing, walking, climbing, kneeling, and handling of tools and equipment. Visual and auditory acuity is essential for locating activities, safety monitoring, and field documentation.

Position Duties

Oversee the daily activities of the Damage Prevention team to ensure adherence to company procedures and

performance standards; ensure all activities comply with federal, state, local, and company safety regulations; 

Oversee daily operations of the Damage Prevention Team to ensure compliance with internal procedures and regulatory standards. 

Supervise utility locating and marking activities; prioritize workloads and allocate resources efficiently. 

Conduct field audits to evaluate accuracy of locates and identify areas for improvement. 

Investigate damage incidents; determine root causes and implement corrective actions. 

Train staff on safe excavation practices, utility locating methods, and damage prevention protocols. 

Ensure regulatory compliance with PHMSA 49 CFR 192.614 and the NC Underground Utility Safety and Damage Prevention Act. 

Collaborate with internal divisions, contractors, and regulatory agencies to ensure coordination and communication. 

Manage operating budgets and resource allocations for damage prevention activities. 

Provide technical guidance on utility locating technologies and damage prevention software systems. 

Maintain accurate records, reports, and documentation for regulatory compliance and internal tracking. 

Complete locates for natural gas, fiber optic, electric, water, and sewer lines, including transmission and distribution systems. 

Respond to emergency situations as needed; may be required to work outside normal hours.

Performs related tasks as required.

Minimum Qualifications

Skilled knowledge and experience of operating electronic locating devices; ability to read and understand locate tickets and work within the NC811 one call system; ability to read, understand, and correct utility maps to determine the location of natural gas pipelines, electric lines, and fiber optic cables, water lines and sewer lines; ability to establish and maintain effective working relationships with associates, contractors, and the general public; general knowledge of a variety of methods and tasks associated with the installation, maintenance, and repair of utility lines; general knowledge of the Natural Gas Division’s Operations and Maintenance manual; working knowledge of OSHA safety standards related to working on or near exposed energized electric components; working knowledge of the APPA Safety manual, Electric Division’s Standard Operating Procedures.


EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school and a minimum of five years’ experience in utility construction or maintenance including skilled experience locating underground natural gas, electric, fiber optic cables, water, and sewer.

Supervisory or team lead experience is preferred.


Other Qualifications

Possession of an appropriate driver’s license valid in the state of North Carolina.

Ability to obtain Operator Qualifications (OQ) to locate natural gas pipelines within three-months of employment.

Possession of or ability to obtain CPR and basic first aid certification within one year of employment.

Must be able to respond to utility emergencies within a designated response time.
