Strata-G is seeking an experienced Sr. PCE - Scheduling SME with the following:
Summary:
Strata-G is currently looking for a Senior Project Controls Subject Matter Expert to support the DOE Acquisition and Project Management Office (APMO) oversight efforts within the specialized area of project controls focused on scheduling. The functions and expertise provided by the Sr. PC SME ensure APMO’s ability to understand and monitor the implementation of the contractor’s project controls program. The employee will be a member of the project controls group operating under the general guidance of the client APMO project controls lead.
Requirements:
- The ideal candidate is experienced in project controls analysis with an emphasis on critical path scheduling. Responsibilities include: Oversight of and independent professional analysis of contractor’s schedule and project control system implementation.
- Prepares critical path analysis and feedback.
- Tracks subproject performance relative to schedule and budget.
- Evaluates proposed baseline change proposals.
- Evaluates project monthly reports for project controls-related sensitivities.
- Identifies emerging project issues based on evaluation and interpretation of contractor data.
- Prepare monthly reports on work accomplishments, SPI & CPI of the work performed.
- Monitor cost on a weekly basis and alert the Federal Project Director of variances.
- Provide scheduling support and oversight for projects from the conceptual design stage through construction, Startup and Commissioning, to help meet project schedules and budgets.
- Assist Federal Project Directors in troubleshooting scheduling and budgeting problems prior to occurrence.
- Provide support to clients in the research, review, and analysis of construction claims.
- Serve as subject matter expert on scheduling and adherence to scheduling requirements and best practices (for large federal projects >$750M preferred).
- Plans and performs assessments as directed by management. Reviews progress, evaluates results, and recommends changes to processes and procedures.
- Produce high quality written assessment reports with minimal to no revisions.
Job Knowledge/Qualifications:

- Ability to learn new systems and methodologies.
- Ability to analyze the work of others such as baseline analysis, reviewing monthly status schedule and reports, change controls documentation review, etc.
- Must be a skilled writer capable of delivering a finished technical report without assistance (Products are fully edited with no grammatical/syntax errors.)
- Must be a confident producer and presenter of project controls analysis that can pinpoint the prominent issues for management consideration. Presentation is professional, clear, concise, and logical.
- Must be able to independently understand, digest and assimilate large volumes of data drawing independent conclusions and defend them .
- Scheduling experience in engineering, construction, startup and commissioning phase of projects.
- Knowledge of earned value management systems (EVMS) guidelines and DOE order 413.3b including prior experience performing project controls on federal government projects.
- Advanced knowledge of and experience with project controls and/or project management, project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports.
- Working knowledge of financial collection and reporting systems.
- Proficiency in MS Office applications, such as Excel, Word, and PowerPoint.
- Experience preferred - PowerBI or other data analytics tools including databases and dashboard development.
- Work may be required outside normal business hours and sometimes on short notice.
Required Education and Experience:
- Bachelor’s degree from accredited institution.
- Minimum 10 years field project controls engineering/construction oversight/monitoring
- experience on large (greater than $10M) construction projects.
- Firsthand experience with Primavera/P6 and MS Office Suite
