About the Department

Under the general direction of the Prevention Program Manager, the Community Prevention Project Coordinator will manage federal, state and private grants that support community based prevention coalitions.

Salary:

The full compensation range for this position is $67,161.10 - $81,695.39. Offers are made at the entry level of the range.

Effective September 1, 2025, the new compensation range will be $68,831.48 - $83730.57.

Assignment:
The person in this position will work 8 hours per day, 240 days per year. This position is funded through the Department of Health's Youth Cannabis and Commercial Tobacco Prevention Program (YCCTPP) and focuses on advancing policy, systems, and environmental change initiatives targeting communities with the highest need in the Southwest Region, which includes Clark, Skamania, and Klickitat counties.

The incumbent will serve as the YCCTPP Regional Representative for the Southwest Region, responsible for building and maintaining strategic partnerships with a wide range of community stakeholders. In this role, the individual will collaborate closely with YCCTPP colleagues to coordinate the Prevent Regional Network and support the implementation of workplan activities designed to reduce youth cannabis and commercial tobacco use.

This is a hybrid position based out of the ESD 112 Vancouver office, with in-office work required two days per week (Tuesdays and Thursdays, 8:30 AM – 5:00 PM). Remote work is permitted on the remaining weekdays.

Position Duties

Essential Functions:

  1. Serves as a staff member for the coalition to plan, implement and report on prevention strategies.
  2. Develops and writes, in partnership with coalition members, the strategic action plan and work plan utilizing the Strategic Prevention Framework.
  3. Recruit and retain membership on the coalition and support from local key stakeholders/leaders.
  4. Function as a liaison among the coalition members, funders and other partners and with the community.
  5. Coordinate regular meetings to ensure implementation of strategic plans.
  6. Develop and manage coalition budgets in coordination with coalition leadership and fiscal agent.
  7. Consult and train coalition members on the strategic prevention framework and implementing prevention strategies.
  8. Report on the progress towards goals and objectives of the strategic plan in compliance with grant requirements.
  9. Provide or coordinate services, implement activities and manage coalition trainings with the guidance of the coalition members.
  10. Work with coalition members to develop and monitor outcomes.
  11. Coordinate community outreach efforts (i.e. Presentations, newsletter, volunteer recruitment, school education awareness events, and media campaigns).

Minimum Qualifications

Minimum Qualifications:

  1. Bachelor's degree in Education, Health Education, Communications, Social Sciences, or closely related field OR a High School Diploma or GED and four years of experience in Youth Substance Use Prevention.
  2. Two years of experience of community based prevention coalitions.
  3. Knowledge of substance abuse prevention and prevention science, community development and mobilization, youth development principles, and community organizing approaches.
  4. Ability to create and sustain effective relationships with community partners, foster and share leadership among individuals in the community, and build bridges among diverse community members and organizations.
Preferred Qualifications and Skills:
  1. Master's degree.
  2. Excellent oral and written communication; public speaking and training; group and meeting facilitation; word processor, spreadsheet, and internet skills; ability to learn new concepts quickly; and self-motivated with ability to work independently.

Other Qualifications

Working Conditions:

  1. Travel required within ESD 112 Region.
  2. Extended or flexible hours as necessary.
Employment Requirements:
  1. Successful completion of a criminal history and fingerprint check through the Washington State Patrol and FBI.
  2. Certified Prevention Professional, or ability to obtain credential within 12 months of hire.
