About the Department

The Manager, Schedule Controls, reports to the Deputy Director, Project Controls and is responsible for developing and monitoring compliance of all Project Schedule Controls’ processes, standards, and practices for the Peninsula Corridor Joint Powers Board (PCJPB or Caltrain). 

Position Duties

  • Develop and implement improvements to the principal project schedule controls’ processes for the PCJPB’s Capital Program as part of a continuous improvement program.
  • Responsible for developing and implementing scheduling-based project controls processes such as baseline setup, progress measurement and reporting, change management, project closeout, and risk management.
  • Oversight of the project teams in developing project schedules and baselines, including their progress updates and the implementation of approved changes. 
  • Identify and evaluate risks, issues, and interfaces that may impact project schedules, and support the development of mitigation plans.
  • Forecast expenditure cash flow, plan budgets by cost categories and/or phases, track labor-hours allocated to a project, and manage change events that impact the budget and schedule.
  • Develop and oversee the development of process documentation including business practices, procedures, instructions, and training material.
  • Coordinate with Information Technology and other offices for the implementation of new software or upgrades to existing tools in support of Project Controls’ processes.
  • Manage the progress reports for various stakeholders including project teams, upper management, and PCJPB’s Board of Directors.
  • Development and implementation of the Capital Project’s Dashboard that includes general project information, milestone tracking, schedule progress information, and KPIs. Develop and implement Key Performance Indicators (KPIs) for monitoring project schedule and cost performance, and coordinate with other groups to implement mitigation measures to address issues.
  • Oversee the development and maintenance of other project control deliverables such as cash flow projections, staffing plan resources, and time-phased risk exposure reports.
  • May supervise staff.  Hire, mentor, train, coach, and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff.   Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.
Examples of Essential Duties:
  • Analyze project earned value performance data and assist project teams in the development of project schedule recovery plans.
  • Assess, track, monitor and advise schedulers, project teams in the compliance of project schedule controls processes, standards and practices.  
  • Evaluate and report progress status of all active capital projects on a weekly, monthly, and quarterly basis. 
  • Maintain project control software systems and integrate data from other applications or systems to track project progress, including schedule, funds, budget, cost and accrual information.
  • Evaluate job performance of staff and implement professional development programs, including the identification of on-the-job and other professional development opportunities.
  • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
  • Performs other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

  • Bachelor’s degree in construction, Engineering, Architecture or related fields.
  • Five (5) years of professional full-time experience managing large and complex construction project schedules, including baseline management, cost, and resource loading.
  • Two (2) years of experience as a supervisor or manager.
Preferred Qualifications:
  • Four (4) years of working experience with Primavera P6 and Earned Value Management.
  • Strong, written, verbal, organizational and interpersonal skills.
  • Project Management Professional (PMP), Project Scheduling Professional (PMI-SP), or Certified Cost Professional (CCP) certifications.
  • Experience in Cost Engineering
