Job Summary
Aalis Management Consulting seeks an experienced IT Portfolio Manager with expertise in IT Enterprise Systems and Cyberspace Activities to oversee IT investments' strategic planning, budgeting, governance, and lifecycle management. The ideal candidate will ensure alignment with DoD cybersecurity policies, enterprise architecture standards, and mission objectives. This role requires strong leadership in managing IT portfolios, optimizing resources, and driving innovation in cyberspace and enterprise IT systems.
Key Responsibilities:
- Manage and oversee the IT portfolio, ensuring alignment with DoD strategic goals and policies.
- Manage Agency cradle to grave BES and PB cycle, policy, SOP.
- Maintain constant communication with stakeholders.
- Correspond with. Congressional Staffers, GAO inquiries, and high-visibility stakeholders.
- Evaluate, prioritize, and recommend IT investments in enterprise systems, cybersecurity, and cloud technologies.
- Develop and enforce IT governance frameworks, ensuring compliance with DISA STIGs, NIST SP 800-series, RMF, and FISMA.
- Lead cross-functional teams in designing, implementing, and optimizing enterprise IT and cyberspace capabilities.
- Conduct risk assessments and ensure cybersecurity best practices are integrated into all IT systems.
- Collaborate with stakeholders, including USCYBERCOM, DISA, SPACEFORCE, and AF Cyber Command, to enhance mission effectiveness.
- Monitor IT performance metrics, budget allocation, and ROI for portfolio investments.
- Provide technical guidance on enterprise networking, cloud migration (AWS/Azure), and Zero Trust Architecture (ZTA).
- Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, or related field.
- Minimum of 5 years in IT portfolio/program management, with expertise in DoD enterprise systems and cyberspace operations.
- Minimum of 5 years in DOD Budget Formulation.
- Air Force Budget Experience (Preferred).
- CDFM (Certified Defense Financial Manager)
