About the Department
The City of Winters is seeking a detail-oriented, analytical, and proactive Housing Analyst to join our Community Development team. This position will play a key role in planning, evaluating, and implementing housing policies and programs that support the City’s commitment to sustainable growth, affordability, and quality of life for all residents.
The City of Winters is a vibrant and welcoming community in Yolo County, known for its rich agricultural heritage, charming downtown, and strong sense of community. With a population of approximately 7,300 residents, Winters offers a small-town feel while being conveniently located near major employment and cultural centers.
Winters is ideally situated in close proximity to Dixon, Davis, Vacaville and about 30 miles from Sacramento.
Position Duties
- Explain, interpret and analyze affordable housing policies and regulations for the public.
- Implements and interprets the local, state and federal legislation on inclusionary housing policies.
- Provide information to housing developers regarding compliance.
- Assists in negotiating complex agreements and policies related to affordable housing.
- Coordinates housing consultant contracts.
- Review proformas and financial assistance options.
- Evaluate requests for loans and grant financing and bond issuances for projects leading to funding recommendations.
- Coordinate and facilitate the development of affordable subsidized and inclusionary housing.
- Manage and monitor affordable housing program (all inclusionary units) for rental and for sale properties.
- Administer the City’s Community Development Block Grant and Continuum of Care programs.
- Prepare state and federal grant applications and assist in locating alternative funding sources.
- Administer projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.
- Regular, predictable, consistent and timely attendance.
- Research and analyze technical and statistical data to implement goals, objectives and policies of the Housing Element and make recommendations to improve program activities.
- Prepare and present staff reports to a variety of audiences.
- Coordinate with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio.
- Perform related duties as assigned.
Minimum Qualifications
- Principles and practices of municipal organization.
- Regulations and laws related to assigned areas of responsibility and redevelopment law.
- Principles and practices of inclusionary housing as it relates to housing programs.
- Methods of public and private financing.
- Budget administration practices.
- Research techniques, sources and availability of information and methods of report presentation.
- Coordinate and administer various housing programs.
- Read, analyze and interpret technical information, financial reports, and governmental regulations.
- Identify, analyze, evaluate, diagnose, and solve complex system problems.
- Explain technical concepts in non-technical terminology and train others in the use of systems.
- Plan, organize and schedule projects and responsibilities.
- Obtain grant funding and develop the City’s annual Community Development Block Grant Program.
- Communicate clearly and concisely, orally and in writing.
- Establish and maintain effective working relationships with others.
Any combination of experience and training that would likely provide the required knowledge and abilities are qualifying. A typical way to obtain the knowledge and abilities would be:
Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public or business administration, economics or related field is preferred. Affordable housing certification training programs or coursework. Two years of professional work experience in housing, community development, public administration, or a related field.
License or Certificate: Required upon hire, possession of a valid California Driver's License.
A completed City of Winters Employment Application and Supplemental Questionnaire must be received by the Human Resources Department.

Physical and Sensor Requirements
Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing, and repetitive motions. Exert in excess of 25 pounds of force occasionally, and in excess of 50 pounds of force rarely to move objects. Recognize and identify similarities and differences between shade, degree or value of colors, shapes, sounds, forms, textures or physical appearance associated with objects and people. Incumbents use their sensory skills regularly up to 100% of the time.
Work Environment May occasionally be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, work space restrictions, intense noises, and environmental dangers. Work is performed in both an indoor and an outdoor setting.
