About the Department

DISTINGUISHING CHARACTERISTICS OF THE CLASS:
This is advanced responsible professional and administrative work supervising the City of North Miami personnel activities. The Personnel Administration Assistant Director has the primary responsibility for the supervision of the daily workflow of the Personnel department, handling of classification, compensation, compliance audits, recruitment, selection, hiring, performance evaluation, and training in accordance with City policy. An employee in this class performs complex, diversified, and responsible personnel duties in developing, organizing, implementing, and maintaining personnel programs. Work is performed independently under the general direction of the Personnel Director.
Position Duties
- Exercises supervision over personnel staff to ensure accuracy, compliance, expedite workflow, efficiency and effectiveness of operations;
- Administers a program of positive recruitment for filling all positions in the competitive service of the City;
- Assists Personnel Specialists with preparation and administration of Civil Service examinations;
- Supervises pre-employment process and recommends job applicant suitability;
- Prepares and develops job specifications;
- Assists in the administration of the position classification and pay plan;
- Conducts pay classification surveys and studies;
- Assists in planning and preparing personnel and civil service activities by conducting studies and making recommendations;
- Supervises the development of staff along with personnel programs, systems, forms, procedures and methods of record keeping;
- Drafts proposals for administrative regulations and personnel policy/procedure changes;
- Counsels City employees, department heads, and management on personnel procedures;
- Communicates policies/procedures to staff and the general public;
- Assists department management in making decisions on issues where no guidelines exist;
- Monitors compliance of new and current laws, policies, procedures and regulations as required;
- Coordinates and participates in employee training programs;
- Assists with the development of the budget and assures efficient use of budgeted funds;
- Assists in investigating employee complaints, grievances, disciplinary actions and performance evaluation appeals;
- Oversees the maintenance and communication of departmental records;
- Represents the Director at City Council Meetings, Pension Meetings, Personnel Board Hearings and Staff Meetings as needed;
- Supervises department staff as required by the Director;
- Ensures other personnel tasks are performed, including employee training, counseling, welfare and safety activities;
- Serves as Acting Personnel Administration Director in the absence of the Director.
Minimum Qualifications
Master’s degree in Human Resource Management, Psychology, Public Administration, or related field;
Plus, extensive progressively responsible experience in personnel administration including experience in public sector and civil service systems. Must have supervisory experience and be able to handle difficult human resource issues.
OR
An equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
A valid Florida driver’s license.

- Considerable knowledge of the specialized principles and practices of public personnel administration, including examination, classification, collective bargaining, compensation, equal employment, in-service training, service rating techniques and employee relations;
- Considerable knowledge of federal, state and local legislative, regulatory and judicial requirements applicable to the area of personnel administration;
- Considerable knowledge of the principles, practices and procedures of supervision, organization and administration;
- Considerable knowledge of local government organizations and procedures;
- Good knowledge of the funding process in a municipal environment as related to budgeting;
- Ability to plan, supervise and review the work of administrative subordinates;
- Ability to plan, implement, and coordinate technical and administrative programs;
- Ability to prepare and analyze comprehensive reports;
- Ability to make proper decisions independently;
- Ability to understand and follow complex oral and written instructions;
