We are looking for a highly motivated and collaborative individual to advance efforts that increase resilience, decarbonize city facilities, and conserve resources from City of Redmond operations. In this role, you will lead efforts to advance clean energy projects and develop the policies, plans, projects, and procedures necessary to meet the City’s climate and sustainability goals for city-owned and leased equipment and facilities.
The Parks Sustainability Program Administrator works under the direction of the Parks Planning Manager and is responsible for providing leadership to advance resilience, energy efficiency, decarbonization, and sustainability initiatives throughout City of Redmond municipal operations. The successful candidate will have experience overseeing complex construction projects through all project phases, while navigating complicated frameworks for procurement, financing, and stakeholder management.

To be successful in this role, you will need to be knowledgeable in, and passionate about, all aspects of sustainability, with an emphasis on reducing the environmental impact of facilities and city operations. Your work will be guided by the Environmental Sustainability Action Plan and the Council Climate Emergency Declaration, which establishes a target of net zero greenhouse gas emissions for City operations by 2030. Your communications skills will help you engage staff ranging from subject matter peers to custodial staff to elected officials. Your ability to lead, coach and mentor staff will help grow the pool of collaborators necessary to design and deliver successful plans and projects.
Core Responsibilities
- Lead efforts to develop decarbonization, resilience, and emergency management strategies for city-owned facilities and Park operations.
- Advance municipal energy projects in partnership with the Public Works CIP team, including deep energy efficiency retrofits, renewable energy systems, battery energy storage systems, microgrids, building automation systems, EV charging networks, and more.
- Manage the city’s energy portfolio, including utility rates, renewable energy, and the city’s solar plus energy storage efforts.
- Pursue and manage grants and other funding, recognition/awards, where appropriate to facilitate meeting city operations energy and sustainability targets.
- Manage Redmond’s successful compliance with the Washington Clean Building Performance Standard – Redmond has three Tier 1 buildings.
- Support implementation of Capital Facilities Strategic Plan, Capital Improvement Plan, and other strategic planning efforts.
- Contribute to internal education and outreach efforts related to energy efficiency, renewable energy, sustainability, and decarbonization.
- Coordinate implementation activities assigned to the Parks Facilities Team in the City’s Environmental Sustainability Action Plan.
- Manage the benchmarking of energy consumption of City of Redmond buildings and facilities in Energy Star’s Portfolio Manager and facilitate cross-departmental engagement in energy management.
- Lead implementation of City’s Strategic Energy Management partnership with Puget Sound Energy.
- Work with PSE to maximize benefits of Green Direct.
- Prepare budget estimates, reports, and correspondences regarding proposed, current, and past municipal energy projects.
- Coordinates electric vehicle infrastructure needs for the Parks Facilities team.
- Support implementation of the Climate Resilience and Sustainability in Vegetation Management Plan.
- Contribute to internal education and outreach efforts related to energy efficiency, renewable energy, and decarbonization.
- Prepare staff reports and make presentations before Committees, City Council, commissions, and citizen planning groups; and
- Performs other related duties as required.
Minimum Qualifications
Education and Experience
- Four years’ experience in program administration or project management ina professional environment with specific experience in public sector, energy or sustainable operations management.
- High school diploma or equivalent; Bachelor’s degree related to Environmental Planning/Policy/Science, Engineering, Economics, Public/Business Administration, or related field.
- Any equivalent combination of education, experience and training provides the required knowledge, skills, and abilities
Licenses and Certificates
- Valid WA State Driver’s license required.
- Building Operator Certification, Certified Energy Manager, Energy Management Certification, and/or LEED AP O+M credentials preferred.
