About the Department
This position is considered a Safety-Sensitive position. Applicants who pass the interview process will be subject to drug and alcohol testing.
Position Duties
Essential Functions:
- Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
- Inspects footings, building foundations, concrete slabs, concrete, wood frame, and metal stud walls, ceilings to ensure compliance with building plans, codes, and general practices.
- Conducts final inspections to ensure that all construction is complete and that all life safety measures are in place and functioning as designed.
- Inspects plumbing systems including underground/under slab stage, rough-in stage, above ceiling stage, and to the final stage for compliance to the building plans, plumbing codes, and general practices.
- Reviews mechanical systems, heating systems, cooling systems, and ventilation systems for compliance to the building plans, mechanical codes, and general practices.
- Inspects propane and natural gas systems for compliance to the building plans, fuel gas codes, and general practices.
- Conducts code studies for reference to answer questions asked by contractors and others who need assistance and guidance regarding their projects.
- Assists the state fire marshal's inspector with inspections for compliance to the building plans, building codes, and general practices for schools and state-owned property within the City.
- Maintains permit files and paperwork pertaining to each job.
- Issues citations in accordance with applicable laws including TCA 6-54-117 – Citations.
- Coordinates with Contractors, Superintendents, Foremen, Project Managers, or Owners daily to conduct inspections of a given project.
- Fields phone calls from superintendents of jobs to answer questions pertaining to code requirements or schedule times for inspections.
- Assists customers with completing sign applications; coordinate with sign companies and individuals to facilitate sign application completion; reviews applications and research as needed for new and existing signs and performs location inspection for approval or denial; enforces the sign ordinance by picking up signs and working with business and landowners for compliance with temporary signs.
- Prepares for and testifies in court proceedings as required.
- Enforces the City of Murfreesboro Sign Ordinance
- Performs other work as assigned.
Physical Demands:
- Performs work that involves walking or standing virtually all the time and involves bending, stooping, reaching, climbing stairs and ladders.
- Involves exerting between 20 and 50 pounds of force on a regular and recurring basis.
- Must possess ability to operate inspection equipment properly and safely such as a level, 12-foot ladder and lift arms overhead, telescoping survey pole, 100-foot measuring tape, measuring wheel, architectural and engineering scales.
Minimum Qualifications
Minimum Education and Experience Requirements:
- Requires High School diploma or GED equivalent.
- Must have at least five (5) years of experience as an inspector of construction, contractor, engineer, architect, construction superintendent, construction foreman or in a closely related field.
- A BS degree in Engineering, Architecture, Construction Management, or closely related field can count as four (4) years' experience towards the required five (5) years.
Special Certifications and Licenses:
- Must be certified within two (2) years of employment as a Commercial and Residential Building, Commercial and Residential Mechanical and Commercial and Residential Plumbing Inspector with the State of Tennessee.
- Must be able to obtain three (3) certifications within the first (1) year of employment and all six (6) certifications within two (2) years of employment
- Must be recertified by the State of Tennessee as a Commercial and Residential Building, Commercial and Residential Mechanical and Commercial and Residential Plumbing Inspector every three (3) years with continuing education required under TCA 68-120-113(b) and 68-120-118(a)(2).
- Properly enforce the codes as prescribed in TCA 68-120-113(d). Failure to properly enforce the codes may result in State Fire Marshal’s revocation of certification. Intentional failure to enforce the codes that pose an immediate danger to the life, safety, or welfare of another is a Class B misdemeanor. Loss of certification shall result in termination of employment.
- Must have a valid driver’s license.
- Employee may be required to drive personal vehicle to perform duties. Employee will be reimbursed at the approved mileage rate.
