About the Department

The Montgomery County Planning Department is seeking a highly motivated and detail-oriented professional Budget Manager to manage all aspects of its approximately $27 million operating budget.

Montgomery Planning is part of The Maryland-National Capital Park and Planning Commission (M-NCPPC). The position reports to the Management Services Division Chief and will supervise a procurement coordinator and a budget assistant. The ideal candidate will establish budget preparation procedures and will provide financial direction and oversight for ten divisions, which includes providing staff training on performing general fiduciary responsibilities. Strong presentation, writing, and interpersonal skills are vital to conducting budget forums and presentations for senior management and elected officials. The ability to work with diverse groups is also important. 


Position Duties

  • Effectively plan, develop, and manage the department’s annual operating budget preparation.
  • Provide advice, interpretations, and guidance and conduct research and analysis on fiscal management matters.
  • Conduct timely periodic reviews of Departmental revenues and expenditures and (where necessary) reallocate funds or institute other measures as required to be consistent with sound financial management practices.
  • Provide management directives to develop or review budget requests and supporting documentation. 
  • Prepare and make presentations to appointed and elected officials on an as-needed basis, including the ability to clearly communicate important budgetary and financial information in both oral and written formats.
  • Work with the Director and Deputy Directors to establish Departmental budget and spending policies.
  • Work closely with Division Chiefs to implement established Departmental budget and spending practices and to ensure continued compliance with these practices.
  • Address specific Divisional needs through the Department’s budget management program through analyses and develop business process recommendations to improve efficiency and effective cost savings.
  • Ensure that staff is trained on the basics of fund accounting and usage of the Commission’s Enterprise Resources Program (ERP) financial software system.
  • Supervise and manage departmental procurement work program and coordination with Central Purchasing to manage purchases including the solicitation and administration of contracts for the Department. 
  • Oversee the departmental processing of purchase orders, check requests, petty cash, and purchase card requests.
  • Oversee the Department’s supply room and mail activities.
  • Manage fiscal year-end budgetary and financial closing activities.
  • Review, analyze, and prepare fiscal impact statements for pending state legislation in coordination with M-NCPPC’s corporate Legal Office.

Minimum Qualifications


1. Bachelor's Degree in Finance, Business Administration, Public Administration, Management Science, or any related field.
2. Six (6) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
3. An equivalent combination of education and experience may be substituted, which together total 10 years.

 The salary range listed above represents the earning potential for this position. Salary is commensurate with experience. 
  
 This position is eligible for a sign-on bonus (external candidates only)
