Job Appointment:  Limited Duration, Full-time. Persons appointed to limited-term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.
Work Schedule:  Monday – Friday, 8 am-5 pm.  An alternate schedule may be available.
Work Location:  Hybrid. In-person work is to be conducted at 1900 SW 4th Ave, Suite 7007, Portland, OR 97201.  Remote work must be performed within Oregon or Washington. For more information, click here

Position Summary

The Limited-Term Housing Program Specialist is part of the Portland Housing Bureau (PHB) Risk Analysis & Compliance (RAC) team, which monitors PHB’s affordable multi-family housing stock through the terms of the regulatory and loan agreements.  The RAC team performs compliance for approximately 400 multi-family affordable housing projects, which includes approximately 18,000 units.  The RAC team is comprised of a manager, three Housing Program Coordinators, four Housing Program Specialists, and a Housing Assistant Program Specialist.  

This position is budgeted through June 30, 2026.  The option to extend this position will be determined by the FY 26-27 budget.

As the Limited-Term RAC Housing Program Specialist, you will:

  • Perform annual compliance testing on multi-family affordable housing projects, which includes analyzing tenant, property, and financial data to determine compliance with regulatory and loan agreements.
  • Utilize Microsoft Suite programs, particularly Excel, Word, and PowerPoint, proficiently.
  • Perform HOME Investment Partnership Program (HOME) inspections using the Uniform Physical Condition Standards (UPCS) for approximately 40 multi-family projects.   These inspections include on-site physical inspections of properties and units, management process review, and tenant file review.  Inspection frequencies range between 1-3 years, depending on the number of HOME-assisted units.
  • Commit to the City of Portland’s Core Values.

Job Functions:

  • 70% reviewing and finalizing Annual Compliance Testing (ACT) reports
  • 10% performing HOME inspections (in-the-field)
  • 10% performing review and close-out of HOME inspections
  • 10% other duties as assigned

This position has physical requirements.  Candidates must have the ability to climb stairs, adjust to outdoor conditions, raise arms overhead, open and close windows and doors, and be able to visually assess the condition of properties and apartment units.
