Position Summary:

The Project Manager is a key member of the leadership team responsible for supporting the execution and quality assurance of federal behavioral health projects. This role provides high-level project oversight, staff supervision, and compliance guidance, ensuring all activities align with federal regulations and grant requirements. The ideal candidate brings strong clinical, operational, and regulatory expertise, with experience managing federally funded programs.


  

Key Responsibilities:

  • Provide direct supervision to Quality Assurance Review (QAR) staff and Center Leads to ensure timely, high-quality project execution.
  • Ensure all activities comply with federal regulations, including 42 CFR, 45 CFR, and 2 CFR Part 200.
  • Collaborate with the Project Director in managing the project budget, including forecasting for subcontractors, consultants, and staff level-of-effort (LOE).
  • Review travel reimbursement requests.
  • Participate in all phases of assigned site visits: pre-site planning, on-site QAR activities, and post-site reporting and debriefing.
  • Conduct managerial and clinical content reviews of project deliverables to ensure quality, accuracy, and regulatory compliance.
  • Co-facilitate internal and external team meetings to support coordination, alignment, and knowledge sharing.
  • Provide subject matter expertise on Mental Health Block Grant (MHBG) and Substance Use Prevention, Treatment, and Recovery Services (SUPTRS) block grant requirements, including state Maintenance of Effort (MOE) parameters across all U.S. states and territories.
  • Serve as a liaison between project teams and federal stakeholders to ensure expectations and outcomes are met.
  • Support continuous process improvement and adherence to performance standards.


Requirements

Qualifications:

  • Bachelor’s or Master’s degree in Public Health, Social Work, Behavioral Health, Psychology, or a related field (Master’s preferred).
  • Minimum of 5–7 years of experience in federal project management within the behavioral health or public health sector.
  • In-depth knowledge of MHBG and SUPTRS block grant programs and federal grant compliance standards.
  • Strong understanding of federal regulatory frameworks including 42 CFR, 45 CFR, and 2 CFR Part 200.
  • Experience managing cross-functional teams and reviewing clinical and operational deliverables.
  • Familiarity with GSA travel policies and federal financial procedures.
  • Exceptional communication, organizational, and stakeholder engagement skills.
  • Ability to manage multiple priorities in a fast-paced, compliance-driven environment.
