The primary purpose of this position is to serve as the Fuels Contingency Planner as a member of the Logistics Readiness Plans branch. The branch is responsible for developing, evaluating and directing overall command-wide management, control, policy and administration of all deployment (deliberate, crisis action, and Air Expeditionary Force (AEF)) activities.

Major Duties:

  • Evaluates, develops and directs overall Fuels Contingency Planning management policies and programs applicable during contingencies for Air Mobility Command locations throughout the US Transportation Command area of responsibility (AOR). Develops and manages Fuels deliberate plans, Designed Operational Capability (DOC) Statements, TPFDDS, Joint Quarterly Readiness Review (JQRR) inputs and leads the review team for site surveys/SATAFs. Plans logistics Fuels support for the warfighting Commands by working with Air Staff, other Services, US TRANSCOM, and other Unified Commands, AMC and other MAJCOMS throughout DOD to determine Fuels requirements in support of major and smaller scale contingencies. Represents the AMC logistics management fuels the community at higher management-level meetings within the organization, and at MAJCOM, HQ USAF, DOD, and other agencies. Researches, estimates, forecasts, and computes AMC petroleum requirements for contingency and enroute locations worldwide.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of laws, policies, regulations, and precedents applicable to logistics, readiness, and mobilization. Knowledge and skill in applying a wide range of qualitative and quantitative methods for the assessment and improvement of readiness and mobilization, so as to enhance the quality and effectiveness of complex readiness and mobilization programs. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. Comprehensive knowledge of the readiness and mobilization support needs of assigned programs, systems, equipment, and components. Knowledge of supply systems, procedures, and programs. Knowledge of DOD readiness and mobilization program goals, sequences of key readiness and mobilization events and milestones, and methods of evaluating readiness and mobilization. Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Study objectives are to identify and propose solutions to readiness and mobilizations problems characterized by their breadth, importance and severity, for which previously used study techniques may be inadequate. Comprehensive knowledge of logistics concepts in order to articulate accurate requirements and negotiate the required logistics support for proper supply contingency planning operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of Air Force logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include deployment planning and operations and logistics plans under peacetime and wartime conditions to develop and recommend policies and procedures for the Command. Knowledge of structure, contents, codes, internal and external interfaces, update procedures, and uses of automated logistics mobilization and planning programs and databases. Ability to organize, formulate, develop, analyze, review, plan, and coordinate fuels operation requirements, data, policies, and procedures Skill in written and oral communication. Knowledge of AMC's bulk petroleum program, to include internal and external interfaces, procedures, and uses of automated planning programs and databases. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
