Salary Range: $105383 - $139036 Per Year

Job Summary: You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the PERFORMANCE MANAGEMENT and ACCOUNTABILITY DIVISION of FLEET HRO STENNIS.

Major Duties:

  • You will be responsible for managing the DON’s FECA program which includes Return to Work Program, Light Duty Program, Ergonomic Program, Health Awareness, Investigation Program and the Workers Compensation Program.
  • You will maintain and enter the required information and documents into the Defense Injury and Unemployment Compensation System (DIUCS) in accordance with DoD and DON directives, instruction, and guidance.
  • You will provide guidance to the Injury Compensation Program Administrators (ICPAs) in the resolution of complex issues involving separation disability, disability retirement, vocational rehabilitation, return to work, and other related processes.
  • You will work with the OCHR ICOM to conduct research of questionable claims with continuous review of injury records, medical evaluations, investigations by staff, contacts with other agencies, or surveys of persons receiving benefits.
  • You will work in tandem with OCHR ICOM to determine the most effective course of action with ultimate objective to return employee to safe and productive employment as soon as possible and resolve fraudulent claims.
  • You will develop new or modified systems, methods, or guides to support program issues or to develop alternatives, metrics, initiatives and recommended solutions or courses of action regarding complex problems or process improvement.
  • You will develop long and short-term plans to meet program requirements, prepare for program changes, anticipate training requirements, and disseminate information to affected employees, supervisors, and managers.
  • You will plan work to be accomplished by subordinate employees, sets priorities and schedules, assign work based on priorities, matching capabilities of the employees and difficulty of assignments.
  • You will develop performance standards assuring reasonable equity of the performance standards and rating techniques, evaluate performance and recommends awards for employees.
  • You will interview candidates for positions in the organization and recommend or authorize personnel actions, e.g. selection, promotion, or reassignment.
  • You will be responsible for the managing Performance and Awards Programs to include performance appraisals (DPMAP) and Incentive Awards (Special Act, Time-Off, Performance-Based, Quality Step Increase, etc.)
  • You will be responsible for managing leave programs and provide expert advice and guidance on all civilian leave categories including the program management of special leave programs (FMLA, PPL, VLTP, etc.)
  • You will serve as the Telework Coordinator for FLTHRO Stennis and as an expert advisor on the Telework and Remote work program for both the HRO and serviced commands

Qualifications: To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying advanced concepts, practices, and consultative skills relative to employee benefits and programs such as injury compensation, performance management, awards, leave programs, workforce development, and telework. Experience advising senior leadership on federal laws, executive orders, and regulations relative to employee benefits and programs. Experience and skills in conducting research, gathering facts, and utilizing effective analytical and evaluative methods to accurately access information and make sound recommendations and decisions. Experience providing technical advice and assistance to the human resources injury compensation, performance management and other employee programs specialists. Experience performing quality assurance activities to ensure accuracy, completeness and compliance for ongoing and completed cases and programs.
