Job Summary: Defense Security Cooperation Service is recruiting for one Program Manager (Army Security Assistance) position. This is a Security Cooperation (SC) position due to the nature of the position's duties and responsibilities.
Major Duties:
- As a Program Manager (Army Security Assistance) you will be responsible for the following duties: Aids BAO's coordination efforts between United States Army Europe (USAREUR), the Ukrainian Army, and Ukraine's General Staff (GS) J7 to support Ukraine's participation in multinational exercises. Facilitates exchange of information and products between acquisition/logistics commands in the United States and Ukraine. Represents Office of Defense Cooperation (ODC) Ukraine at key events, such as Country Management/Program Management Reviews, service- specific Staff Talks, planning conferences, security assistance workshops, etc. Aids in arranging & supervising bilateral exercises/activities between the US and Ukraine to include the Multination Joint Commission (MJC), Executive Committee (EC) and liaison with the Multinational Coordination Cell (MCC). Functions as an advisor/liaison between the DoD and Ukrainian Forces, working to build capacity and improvements in keeping with the interest of the USG and the Ukrainian Government. Incumbent is responsible for generating official correspondence on behalf of US Section.
Qualifications: You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume. Specialized experience required for this position is: Ability to take on roles and responsibilities in order to make decisions and recommendations that can significantly change, modify or reorient the primary security cooperation programs. Ability to master the concepts, principles, practices, laws, and regulations applicable to budget formulations, budget analysis, budget presentation and budget execution relating to security cooperation activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specifically you will be evaluated on the following competencies: Country/Regional Orientation and Awareness Data Communication Legislation, Policy and Procedure Research Manpower Policy Coordination INFORMATION FOR OVERSEAS: Initial Overseas tour of duty is 36 months, with an option to extend an additional 24 months. You will be required to sign a Transportation Agreement. - Incumbent will be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012. - Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. - Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. - Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area. - May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. - Payment for travel and transportation expenses may be authorized. This includes government paid travel, transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement. (if necessary) FTA-Foreign Transfer Allowance (up to10 days allowed within the United States, temporary lodging based off home of record, if necessary) Post Hardship Differential: 20% of Basic Compensation Danger Pay: 35% of Basic Compensation Embassy housing provided Pay retention may be considered for applicants whose pay would be reduced if selected. Pay retention will NOT be offered as an incentive for employees moving between overseas positions.
