Job Summary: The primary purpose of this position is to serve as the Headquarters Air Force Global Strike Command (AFGSC) Resourcing and Integration ICBM subject matter expert and program manager, applying resourcing knowledge and expertise to AFGSC ICBM functions. Integrate programming inputs and coordinate with financial management representatives, requirement owners, and program element monitors (PEMs) to build consensus and support for weapon system requirements.
Major Duties:
- Leads strategic planning and execution for weapon system sustainment funding. Drives ICBM sustainment strategy, leading planning, resource allocation, and program analysis to ensure long-term weapon system readiness. Represents the command at HAF-level functions and is responsible for communicating critical resourcing issues to other staff agencies, installations, and superiors. Oversees financial operations, analyzes program effectiveness, and ensures compliant and efficient resource allocation for weapon system sustainment.
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0560 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of budgetary methods, procedures, regulations, and policies to analyze and execute weapon system sustainment funding through PPBE and UFR processes. The employee evaluates continual changes in program plans and funding under conditions of uncertainty, changing deadlines, and incomplete information. Using various analytical techniques, the employee develops funding recommendations and coordinates with stakeholders to resolve conflicts between emerging requirements and available resources. The work involves analyzing financial data to address gaps, validate assumptions, and champion unfunded requirements while adapting to changing guidelines and competing priorities to maintain mission readiness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the organization's mission, structure, goals, work processes, and programs. This includes knowledge of generally accepted accounting principles and standards, as well as internal audit procedures to monitor financial services and establish internal controls. 2. Comprehensive knowledge of and skill in the application of Air Force resource management, cost methodologies, requirements management, and ICBM fiscal support expertise as it applies to assigned programs and projects, and knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command-level plans and programs for conducting major operations, such as mobilization, exercise, and training. 3. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. 4. Skill to effectively manage and organize various program activities and tasks, singularly and together, and familiar with administrative requirements of USAF and AFGSC. 5. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data; skill and ability to plan and organize management support programs and functions of an organization. 6. Ability to communicate effectively both orally and in writing, presenting information clearly, concisely, and with technical accuracy, while maintaining good working relations with all individuals and organizations. This includes the ability to prepare written forms, schedules, and reports related to the obligation and expenditures of funds. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
