Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Real Estate Positions (5 USC 9902(b)(2)) to recruit and appoint qualified candidates to positions in the competitive service About the Position: You will ensure Federal real estate policies and practices are adhered to during acquisition of real property.

Major Duties:

  • At the GS-09 grade level, the duties are developmental in nature leading to the full performance level of GS-1170-11. The duties are described at the GS-11 level.
  • You will provide advice and technical guidance to state and local officials on real estate matters for local cooperation projects for which the local or state government is the project sponsor.
  • Acquire various property interests for military and civil works projects, including acquisition by easement, lease, permit purchase, exchange, withdrawal, transfer, etc.
  • Acquire properties, including recruiting offices, National Guard armories, airport space, taxiway, etc., for various DoD and other federal agencies.
  • Represent the Real Estate Division in meetings with other Government agency officials concerning real estate actions.

Qualifications: THIS IS AN OPEN CONTINUOUS ANNOUNCEMENT/STANDING REGISTER. It will be used to fill immediate and future vacancies. MINIMUM QUALIFICATION REQUIREMENTS GS-09 Specialized Experience: One year of specialized experience reviewing and researching real estate policies, procedures, regulations and contracts related to federal in-leasing practices, and assisting higher graded staff in real estate related tasks such as developing lease requirements, completing leasing documents, participating in lease negotiations This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. MINIMUM QUALIFICATION REQUIREMENTS GS-11 Specialized Experience: One year of specialized experience analyzing and applying real estate policies and procedures to include interpreting mapping and legal descriptions; reviewing preliminary property title reports; negotiating with property owners; as well as experience working with Project Delivery Teams on budgets and scopes of work. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as: Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
