Salary Range: $63800 - $100344 Per Year

Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Realty Specialist for the acquisition, leasing, management, and/or disposal of properties for civil and military works projects.

Major Duties:

  • At the GS-09 grade level, the duties are developmental in nature leading to the full performance level of GS-1170-11. The duties are described at the GS-11 level.
  • Obtain leases of real property required within the civil and military boundaries of the Hawaii District.
  • Coordinate work with other real estate elements and with other Divisions within the District.
  • Conduct negotiations for the acquisition of real estate for civil and military projects within the boundaries of the Hawaii District.
  • Conduct compliance inspections of out-granted property to determine whether terms of the document are being met.
  • Perform disposal of excess military and civil property, researching records, resolving problems, and preparing a complete, coordinated disposal package for submittal to General Services Administration and monitoring progress of the disposal.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-09: One year of specialized experience which includes 1) researching real estate/property data, documents, and regulations AND 2) preparing real estate/property documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes 1) researching real estate/property data, documents, and regulations AND 2) preparing real estate/property documentation AND 3) assisting with the processing of various real estate actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
