Organizational Overview

Upward Bound House (UBH) is dedicated to ending intergenerational family homelessness. We provide a continuum of services from crisis housing to permanent housing and prevention. Position Summary

The Program Analyst strengthens program impact by providing data analysis, performance monitoring, and operational support across UBH programs. This role ensures programs meet contractual and financial requirements, operate efficiently, and consistently deliver high-quality services.


Reporting to the Director of Programs and working closely with the CFO and Finance team, the Program Analyst serves as a key liaison between Programs and Finance.


Essential Functions:

Program Budget Monitoring & Financial Tracking

  • Review monthly budget-to-actuals; flag risks and recommend adjustments.

  • Track real-time spending, develop spending forecasts, and analyze cost trends.

  • Translate financial reports into clear, practical guidance for program staff.

  • Coordinate with Finance to reconcile expenditures and resolve discrepancies.

  • Provide financial data for internal meetings, dashboards, and reports.

Contract Coordination & Compliance

  • Monitor adherence to funder requirements, contracts, and internal policies.

  • Track deliverables, reporting deadlines, and budget modifications.

  • Conduct regular chart/file audits; ensure timely corrections and accurate documentation.

  • Coordinate funder monitoring visits and respond to monitoring/audit findings.

  • Train staff on contractual policies, procedures, and updates.

  • Maintain program documents and issue timely communications on program changes.

Budget Development & Reporting

  • Assist with building budgets for new grants, renewals, and proposals.

  • Work with Program Management and Finance to ensure budgets align with contract requirements.

  • Support funder and internal reporting with financial data and summaries.

Staff Support & Cross-Department Collaboration

  • Help Program Managers interpret budgets and financial reports.

  • Partner with program, frontline, and administrative staff to troubleshoot issues.

  • Communicate findings and recommendations clearly to leadership and teams.

Qualifications:

  • Bachelor’s degree in Public Administration, Business, Finance, Social Services, or related field.

  • Minimum 2 years of experience in program operations, budgeting, data analysis, or grants management.

  • Nonprofit/social services experience strongly preferred.

  • Strong Excel skills; ability to build projections and analyze data.

  • Experience with accounting/ERP systems (Sage Intacct a plus).

  • Excellent communication skills; able to explain financial concepts clearly.

  • Highly organized, detail-oriented, and able to manage multiple deadlines.

  • Comfortable working both independently and collaboratively.

  • Proficient with Excel, databases, dashboards, and reporting tools.

Mandatory Requirements:

  • Employment eligibility verification and a successful background check.

  • Reliable transportation.

  • Valid CA driver’s license and proof of auto insurance; eligible for UBH driver coverage.

  • TB test (current).

  • CPR/First Aid training (or willingness to obtain).

This role works in an office and program environment that may include contact with individuals and families in crisis who may be experiencing health, mental health, or substance use challenges. The employee must be able to respond quickly and effectively in a variety of situations, including potential crises.
