GENERAL CONTEXT
Médecins Sans Frontières (MSF) is an international independent medical humanitarian action-driven organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. The MSF movement is built around six operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide.
MAIN PURPOSE
Provide strategic and operational leadership of HR management and administration for MSF-Spain and OCBA’s distributed HQ offices, ensuring full legal HR representation and compliance. Lead the Onboarding & Deployment area by integrating strategic and operational processes that are inclusive, efficient, and people-centered, and drive the continuous improvement of onboarding, offboarding, and workforce planning systems to strengthen organizational readiness and employee experience.
CONTEXT OF THE POST
The Deputy HR Director– O&D Area ensures the quality and coherence of HR processes related to onboarding, deployment, and offboarding across OCBA. The role leads three key HR units and provides strategic HR leadership for MSF-Spain and OCBA’s HQ offices. As part of the HR Coordination Management Team, the position contributes to shaping OCBA’s HR strategy and promoting a consistent, engaging employee experience. The position drives people-centred HR solutions, supports senior management on complex HR issues, fosters coherence across units, and promotes a consistent, engaging experience for all staff.
RESPONSIBILITIES AND MAIN TASKS
A. Strategic leadership
- Lead HR strategy and administration for MSF-Spain and OCBA HQ offices, ensuring alignment with organizational goals.
- Provide strategic HR guidance to senior management, including support for complex workforce issues and legal compliance.
- Drive people and culture strategies that support long-term workforce sustainability and employee engagement.
- Represent MSF-Spain in institutional HR forums and with relevant authorities, ensuring coherent communication, alignment with organizational policies, and cross-functional collaboration. Serve as the delegated legal HR representative, guaranteeing full compliance with legal and regulatory requirements in all HR matters, and maintaining transparent, responsible relationships with governing bodies and external stakeholders.
- Contribute to defining and implementing HR strategic direction as part of the HR Coordination Management Team (HR CMT).
B. Onboarding & Deployment area oversight
- Lead the Onboarding & Deployment (O&D) Area, ensuring inclusive, efficient, and people-centered processes aligned with MSF value and strategic priorities.
- Continuously review and improve onboarding and offboarding systems to enhance employee experience and operational readiness.
- Map and optimize workflows across stakeholders involved in onboarding and deployment.
- Evaluate and enhance tools. Systems, resources supporting O&D functions for future readiness and organizational efficiency.
- Integrate feedback and lessons learned from offboarding into onboarding, retention and workforce planning strategies.
C. Team & Operational Management
- Lead and develop the O&D team, ensuring collaboration, accountability, and culture of continuous learning.
- Oversee external service providers and ensure compliance with internal standards and procurement policies.
- Define, monitor, and optimize the annual plan and budget for the O&D Area, ensuring resource efficiency.
- Support cross-functional projects delegated by the HR Director, such as the Equality Plan in MSF Spain.
ROLE’S SPECIFIC ELEMENTS
- Leads cross-functional projects as delegated.
- Represents MSF-Spain in institutional HR spaces (e.g., workers’ councils).
- Engages with international HR platforms and MSF entities as required.
SELECTION CRITERIA
- Advanced studies in Leadership and Management (highly desirable).
- Experience in senior HR roles with HQ and field exposure.
- MSF experience is essential.
- Expertise in onboarding, labor relations, and rewards systems.
- Knowledge of Spanish labor law, HR administration and change management in multicultural environments.
- Fluency in English and Spanish (essential); French (strong asset).
CONDITIONS
- Position based in the Barcelona office with travel up to 20% of the time to MSF OCBA network offices.
- Duration of position: Mandated position: Minimum 3-year commitment, with a maximum term of 6 years.
- Full-time position.
- Annual gross salary: 59.763,41 HQ - 6 level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
- Starting date: January 2026.
