Role Overview:
The position contributes to fulfilling the IHCDA’s mission, meeting strategic, operational and program goals by assisting the Chief Financial Officer through:
- Ensuring the integrity of various accounting-related activities designed to meet generally accepted standards of accounting and auditing, providing financial accountability for the agency, assuring use of proper internal controls, and helping to support the activities of the operating departments.
- Coordinating with agency personnel to ensure timely completion and distribution of financial statements and budgets to program and department managers for accurate administration and compliance.
- Assisting with the administration of the bond programs to ensure reconciliation, recording and reporting of activities.
- Fulfilling customer service needs of the organization through timely support and training related to accounting and reporting activities.
- Ensuring the integrity of accounting information by recording, verifying, consolidating, and reporting transactions.
- Promote Continuous Improvement (CI) initiatives.
Salary Statement:
The salary for this position traditionally starts at $87,000 but may be commensurate with education or work experience.
A Day in the Life:
- Responds to inquiries from the CFO and other managers regarding financial results, special reporting requests and the like.
- Adaptably manage direct reports to ensure success in meeting organizational and professional growth goals.
- Manage the annual budget process and resulting board presentation.
- Payroll and benefits are processed according to established schedules and following best practices.
- Provides cash flow analysis for various investment decisions and assists CFO in investment strategy and execution.
- Ensures all bank reconciliations, schedules for accruals, and journal entries are complete.
- Manage the external financial statement audit.
- Review the consolidated Financial Statements and the Schedule of Expenditures of Federal Awards (SEFA) along with the required Management and Discussion Analysis, footnotes, and supplemental schedules with the assistance of the Financial Reporting Manager.
- Acts as advisor to CFO on bond portfolio and deal structure, investment portfolios and income mix of bond and TBA revenues.
- Disseminates financial information in a timely manner to all financial statement users.
- Manages internal controls.
- Ensure SEFA reporting compliance.
- Research regulatory and programmatic issues affecting financial reporting and internal controls.
- Ensure consistency in chart of accounts.
- Confirm Standard Operating Procedures are complete and up to date for all processes.
- Monitors technology needs and makes recommendations for software updates or changes.
- Ensure payment process is maintained and that payments are made in a timely manner.
- Collaborate with Program Accounting Manager to ensure users have access and training on federal draw systems and adequate backups are in place to mitigate disruption.
- Serves as administrator and signatory for several bank accounts not limited to setting up new bank accounts, pulling payment info, and requesting funds back.
- Accomplishes accounting human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and enforcing policies and procedures.
- Work with each direct report to establish goals and objectives for each year and monitor and advise on the progress to enhance the professional development of staff.
- Ensure an accurate and timely monthly and year-end close.
- Monitors and analyzes department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy.
Provides support to the CFO as needed and directedThis position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
- Bachelor’s degree in accounting or finance and +10 years relevant professional level experience required in a General Accounting environment with A-133, GASB and GAAP.
- Active CPA required.
- At least 5 years’ supervisory and leadership experience are preferred.
- Demonstrates customer service orientation.
- Experience with Microsoft Dynamics GP & Miscrosoft products.
- Able to think logically and analytically.
- Proactive in anticipating and alerting others to problems with projects or processes.
- High detail orientation and accuracy.
