POSITION OPEN UNTIL FILLED


Under administrative direction, the Public Utilities Infrastructure Maintenance Manager oversees, manages, supervises, plans, and coordinates the construction, repair, maintenance and general operations of the Public Utilities Infrastructure. Leads the maintenance division towards improved efficiency and cost effectiveness.

Position Duties

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages, oversees, supervises, and monitors the public utilities maintenance personnel and all maintenance performed on public utilities infrastructure; performs evaluations, provides guidance to personnel, and collaborates with HR to handle various personnel issues; approves time sheets and leave requests; provides direction on disciplinary action.
  • Plans, directs, manages, and leads in various Capital Improvement Projects; works and collaborates with upper management, operations staff, and engineering to develop and implement effective project planning and goals.
  • Procures and approves requisitions and invoices; updates software and ensures the purchase of equipment and materials; oversees the purchasing guidelines and approves purchases; assists in the development of budgets and the allocation of resources for each division.
  • Provides input, recommendations, and expertise on the development and implementation of new policies and procedures for the maintenance activities of the department; develops and writes policies and procedures directed from executive management; ensures adherence to current policies and provides direction and training as necessary.
  • Performs specialized inspections of various facilities to evaluate work and general operational efficiency; checks and ensure quality repair and maintenance work and serves as a liaison between maintenance staff and operations, contracted engineers, outside utility companies, and regulatory agencies.
  • Oversees hiring and general personnel management; makes hiring recommendations and collaborates with human resources regarding onboarding process for new employees; oversees certifications and licenses.
  • Assists in the preparation and implementation of the budget for the Maintenance division; makes recommendations and develops sound financial policies for resource allocation; prepares reports and records consistently; assists in the development of the annual CIP budget.
  • Performs other duties as assigned.

Minimum Qualifications

Licenses, Certifications, and Equipment:
A valid State driver's license is required.
  
Education and Experience:
Bachelor's Degree in Civil, Mechanical, Electrical Engineering; Business, or closely related field AND five to seven (5-7) years of experience in utility infrastructure maintenance with at least two (2) years in a supervisory capacity; OR an equivalent combination of education, training, and experience may be considered.  
 
Applicants must be legally authorized to work in the United States without the need for current or future visa sponsorship. City of Clearwater will not sponsor employment visas (e.g., H-1B, or any other work authorization status).

  • Water, wastewater and reclaimed water facilities system hazards and safety precautions
  • Civil, mechanical, and electrical engineering as applied to installation, maintenance and repair of water, wastewater and reclaimed water facilities

  • Occupational and safety hazards
  • Personnel management, evaluation, and scheduling
  • Department policies and standard operating procedures
  • Procurement, purchasing, and budgeting

  • Prioritizing, scheduling, and assigning work for subordinate staff
  • Training, overseeing, and guiding other technicians and ensuring quality work
  • Settling disputes, coaching, and providing personnel motivation
  • Reading and interpreting federal and state regulations relative to the maintenance of municipal water and reclaimed water systems and to review and effectively supervise contracts relating to water and reclaimed water projects
  • Providing direction and oversight
  • Overseeing and supervising repairs and maintenance
  • Implementing public works programs and projects
  • Understanding and interpreting complex policies, protocols, and procedures
