The Director of Operations will oversee the high-level operations of the Federally Qualified Health Centers (FQHCs), ensuring the successful completion of strategic projects and organizational goals. This role will be responsible for providing leadership, developing operational strategies, and ensuring the center’s overall operational efficiency and compliance. The Director of Operations will manage and lead the Associate Director of Operations, who will handle the implementation and day-to-day operations. 

 

  • Lead and oversee the development and implementation of high-level operational strategies aligned with the organization’s overall objectives. 
  • Oversee the design and execution of strategic initiatives to drive organizational growth and operational excellence. 
  • Manage and evaluate the Associate Director of Operations, providing guidance and support for successful execution of operational tasks and goals. 
  • Act as the primary liaison between the operations team and executive leadership to ensure alignment on organizational priorities. 
  • Drive performance and ensure that operational teams meet established targets, KPIs, and financial goals. 
  • Oversee all operational activities across various service lines, ensuring compliance with organizational and regulatory standards (e.g., HRSA, HIPAA, OSHA, CLIA). 
  • Provide solutions for operational challenges and ensure the implementation of improvements for better service delivery. 
  • Lead cross-functional collaboration between departments to ensure cohesive operational execution and high-quality patient care. 
  • Review and optimize operational workflows to enhance efficiency and quality of care. 
  • Develop and manage operational and capital budgets, ensuring proper allocation of resources and adherence to financial goals. 
  • Ensure timely payment of invoices and proper research into operational expenditures 
  • Oversee contract management for service agreements, including renewals, amendments, and new contracts, with vendors and providers. 
  • Ensure compliance with district purchasing policies and support vendor relationship management. 
  • Ensure compliance with all relevant regulatory bodies and internal policies. 
  • Prepare and present reports to the board, including operational performance, financial status, and compliance updates. 
  • Oversee audits, regulatory reviews, and quality improvement efforts across the organization. 
  • Lead and execute logistics support for special projects and emergencies, including contingency planning and response to crises. 
  • Assess and manage staff allocations during special projects or emergency situations to ensure operational efficiency and effectiveness. 
  • Ensure staff training is aligned with regulatory requirements, including HRSA, meaningful use, and patient-centered medical home status. 

Qualifications

Education:
 

Bachelor's degree in Business Administration, Public Administration, Health Care Administration, Public Health, Nursing, Behavioral Health, Finance or related field required, master's degree preferred.


Experience:
 

  • Five(5) years related experience including thorough working knowledge of federal, state, and local regulations governing the operation of health care operations. High degree of health and clinical administration knowledge with special understanding of the problems and techniques of urban and multi-cultural healthcare delivery preferred. Experience in an FQHC setting highly preferred.

  • At least 5 years managing large scale projects including impact measurement, stakeholder analysis and communication plans. Experience analyzing complex programs and developing solutions.

  • Knowledge of behavioral health systems, clinical regulatory and compliance requirements and integrated care models preferred.

  • Demonstrates competencies in problem-solving and systems thinking, risk taking and innovation, collaborative leadership, executive communication, navigating ambiguity, driving results and equity, inclusion and diversity.
