The Senior Governance and Frameworks Manager – Business Resilience develops and oversees ASX’s Business Resilience Frameworks, mainly the Critical Business Services (CBS) Framework, to ensure key financial market services are identified and managed. This role incorporates regulatory standards (ASIC MIRs, RBA FSS, APRA CPS 230, etc) to unify and strengthen operational resilience across the organisation

Your Team

The Business Resilience Centre of Excellence is responsible for building enterprise resilience capability across ASX, ensuring critical operations and services are identified, tested, and protected in line with regulatory expectations. This role will initially lead the design, build and implementation of the Critical Business Services Framework, working closely with technology, operations, and risk teams to embed consistent resilience practices and data-driven insights across the organisation.
 

Your responsibilities

  • Design, build and implement the Critical Business Services Framework, defining principles, taxonomy, and standards for identifying and mapping critical services.
  • Embed alignment to ASIC MIRs, RBA FSS, and the principles of APRA CPS 230, ensuring ASX’s approach meets or exceeds regulatory expectations.
  • Define and maintain the enterprise data model for critical business services, capturing dependencies across people, process, technology, vendors, and facilities.
  • Establish governance and quality-assurance routines to support consistent application and ongoing improvement of the framework.
  • Partner with Technology Resilience, Enterprise Risk, and Operations teams to ensure integration with business continuity, service management, and recovery planning.
  • Roll out an enterprise wide, fit for purpose suite of resilience frameworks and policies commensurate with the size and complexity of the organisation. 
  • Develop and maintain reporting dashboards, impact tolerances and metrics (KRIs/KPIs) to monitor framework adoption, resilience performance, and impact tolerances.
  • Maintain and lead the lifecycle of service for the business resilience framework : identification > assessment > monitoring > improvement.   

Your experience and qualifications

Must have

  • 10+ years’ experience in operational resilience, business continuity or operational risk in a financial-services or market-infrastructure environment.
  • Strong understanding of Critical Business Services / Critical Operations under CPS 230, ASIC MIRs, and RBA FSS.
  • Proven experience designing, building and maintaining criticality frameworks or other enterprise-level frameworks, standards, or governance models.
  • Knowledge of process mapping and dependency modelling tools (ServiceNow, Signavio, or equivalent).
  • Strong stakeholder engagement and influencing skills across executive, technology, and risk domains.
  • Tertiary qualifications in business, finance, risk management, or a related discipline.

Nice to have

  • Experience working within or alongside financial market infrastructure (exchange, clearing house, or CCP).
  • Familiarity with resilience testing, scenario analysis, and impact-tolerance setting.
  • Exposure to data architecture or configuration of ServiceNow resilience modules.
  • Industry certifications such as CBCI, MBCI, ISO 22301 Lead Implementer, or similar.
