Assists in overseeing the Business Contracts team's work, to include contract intake, negotiation and preparation for execution, administrative activities, credit cards and travel services and coordinating of staff duties. This position's focus is health care related contracting activities.

Responsibilities

  • Assists in coordinating overall business contracting process utilizing various contracting methods, including inter-agency agreements, inter-local agreements, and various procurement agreements, including agreements to be created or formulated. 
  • Assists with overseeing contract reporting required by the State and UT System. 
  • Oversees all commercial card programs and travel related services. 
  • Provides assistance and guidance to Institute representatives and maintains communications in the business contracting process between Purchasing, Legal, Compliance, UT System offices and any other departments crucial to the contract process. 
  • Analyzes, revises, and/or drafts terms and conditions of agreements to ensure protection of the Institution, compliance with applicable state laws, UT System policies, and University regulations. 
  • Analyzes risk and efficiency factors in determining requirements. 
  • Oversees and coordinates the work of lower level employees. 
  • Responsible for training and development of lower level employees. 
  • Performs all other duties as assigned.

Qualifications

  • Ability to analyze contracts to identify associated risks per contract type. 
  • Advanced Proven ability to work across departments, quickly establishing rapport and cooperation with University department personnel at all levels. 
  • Advanced Ability to direct, lead and support operational initiatives to meet or exceed service standards and expectations in a timely and respectful manner. 
  • Advanced Effective project management, planning and organizational skills, and ability to multi-task in a rapidly changing environment. 
  • Advanced Ability to analyze and cultivate best alternative to negotiate by building rapport, actively listening and asking good questions in searching for smart trade-offs. 
  • Advanced In-depth knowledge with project/program management, all contract related functions, purchasing/RFPs and full-cycle procurement and contracting processes. 

Education:

  • Bachelor's Degree degree is required.

Experience:

  • Five (5) years of procurement/contract experience is required.

Licenses and Certification:

  • Certified Texas Contract Manager (CTCM) required. Must be able to obtain state certification of Certified Texas Contract Manager (CTCM) within 18 months of employment.
