About the Department
Position Duties
Establishes and maintains collaborative relationships with a variety of businesses and industry representatives, local jurisdictions, regional entities, County departments, and State agencies to align initiatives and workforce development strategies. Cultivates and sustains community resources through strategic partnerships with organizations and delivers professional presentations to diverse audiences. Partners with case managers to analyze employer and employment needs, assesses client work histories, and facilitates direct connections between job candidates and employer partners to meet workforce demands. Receives and catalogs employment requests; locates job leads for customers and refers qualified candidates to employers. Conducts follow-up with employers to collect data related to job postings, job placements, and retention. Advances Workforce Resource Center objectives by applying expertise in workforce development to conduct targeted business consultations, educate employers on LWRC programs and services, and deliver data-driven solutions informed by labor market trends. Maintains comprehensive knowledge of federal and regional workforce programs—including the Virginia Initiative for Education and Work (VIEW), the Workforce Innovation and Opportunity Act (WIOA), On-the-Job Training, and Incumbent Worker Training—and applies this expertise to align employer needs with the unique skills, experiences, and supports available to VIEW participants. Stays current on evolving human resources practices and employment law advancements to deliver employer-focused solutions while promoting inclusive hiring practices that create pathways to sustainable employment for VIEW clients. Implements robust recruitment strategies by collaborating with employers to resolve skills gaps, address labor shortages, and improve employee retention during critical workforce transitions, including layoffs or facility closures. Designs, coordinates, and executes employer events that facilitate engagement between job seekers and hiring entities. Ensures events are professionally managed, adherent to logistical requirements, and strategically marketed through collaboration with Public Affairs and Communications staff. Leads outreach and educational efforts by engaging stakeholders across community groups, agencies, and service providers, participating in networking events, and delivering impactful seminars on Workforce Resource Center programs and resources. Manages job opportunity promotions by overseeing employment data systems, disseminating job postings using advanced email marketing platforms, and maintaining accurate utilization records through Salesforce to optimize employer engagement. Provides additional essential support as required by departmental and LWRC priorities in the Center and serves as the supervisor designee during leadership absences. Maintains records, confidential client data, and service usage and generates monthly reports; provides trend analysis. Provides courteous and timely customer service to job seekers, employers, County staff, vendors, residents, and visitors.
Ideal Candidate Profile.Knowledge of specialized employment services, community resources, and human services systems. Excellent skills in organizing, prioritizing and planning work; and collaborating with staff and partners. Event planning experience; managing venue and logistics. Skill in interfacing with the public; communicating complex ideas effectively to individuals or groups, both verbally and in writing. Strong critical thinking and creative problem-solving abilities that enhance quality assurance and continuous improvement. Proficient in establishing working relationships and working proactively with clients, coworkers, vendors, community resources, educational facilities, and the public. Adept at performing work in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
Minimum Qualifications
Bachelor’s degree in Business, Marketing, Human Resources, or a related field; one year of related work experience in working with employers and event planning; or equivalent combination of education and experience.
Preferred Qualifications:
- Holds the Certified Workforce Development Professional credential from the National Association of Workforce Development Professionals.
- Prior working experience in a career services office, employment one-stop, workforce center, or within the human services profession is preferred.
- Bi-lingual in English and Dari preferred.
Other Qualifications
May be required to work beyond the normal workday, which includes nights, weekends and holidays, as required to perform functions of the job. Pass pre-employment background checks to include criminal, credit, and DMV checks. Valid driver’s license and good driving record (driving records may be reviewed annually for continued qualification). Complete the Certified Workforce Development Professional online coursework with Dynamic Works Institute, funded by Loudoun County, within one (1) year of hire.
