Duties
This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P. L. 116-92 and Section 9905 of Title 5 U.S.C. Incumbents typical work assignments may include the following: The incumbent serves as the Financial Analyst within the Defense Innovation Unit (DIU). And plans, budgets, manages functions, identifies and maintains infrastructures; coordinates the efforts of all individuals involved with financial projects preparing required documentation; develops and executes in a timely and accurate resolution to inquiries and emergent issues. Manages DIU portfolio execution of Research, Development, Test, and Evaluation (RDTE) and Operations and Maintenance (O&M) funding. The Financial Analyst is a highly qualified financial and acquisition expert who manages all aspects of acquisition, accounting, auditing, budgeting, programming and financial management for DIU. The incumbent develops, consolidates, and distributes required metrics. The Financial Analyst reports findings of elements that conduct studies of specials interest to DIU in the analysis and assessment of plans and programs.
Qualifications
In order to qualify for this position, you must meet the requirements described below. This position requires a Business-Financial Management Category. The incumbent has 60 months to achieve this certification. You may qualify at the NH-IV level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-III grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1.) Providing formulation plans and policies that have a wide program impact and indirectly bear on a broad program spectrum of field activity, industrial and commercial concerns; and 2.) Analyzing formulation plans and policies that have a wide program impact and across the organization portfolio; and 3.) Overseeing program implementation to ensure alignment with leadership directives and organizational mission. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
