About the Department

The purpose of this position is to assist the Budget Officer and Director of Business Services in developing the County’s annual operating and capital budget as well as ensuring proper management of revenues. In addition, this position monitors the administration of the annual budget and works with the Financial Services Division and affected functions to resolve budgetary issues. This includes forecasting cross departmental communication regarding changes in policies or trends that would affect the frequency or amount, or revenue collected. The Budget Analyst also monitors the administration of capital projects and collaborates with the Capital Projects Manager to address any related issues,

Position Duties

ESSENTIAL JOB FUNCTIONS
•Prepares baseline expenditure budgets to determine the County’s financial position.
•Develops budget forms and instructions for departments submitting annual funding and project appropriation requests.
•Reviews and evaluates departmental budget requests; provides briefings and funding recommendations to the Budget Officer.
•Prepares supporting documentation for the County Administrator’s budget request to County Council, including schedules, narratives, memoranda, and ordinances.
•Assists in preparing the annual GFOA Budget Document and submits documentation for the Government Finance Officers Association’s Distinguished Budget Presentation Award.
•Prepares the five-year Capital Improvement Plan.
•Compiles the annual Revenue Manual and updates related statutes and ordinances as needed.
•Enters budget data into the County’s financial system and assists the Budget Officer in verifying accuracy.
•Monitors the administration of the approved operating and capital budgets; works with departments to address budgetary issues throughout the year.
•Coordinates with Financial Services and operating departments to resolve capital project management issues.
•Prepares and maintains statistical data and reports for decision-making.
•Handles invoicing for Business Services and other applicable departments.
•Assists in preparing financial and statistical reports for internal and external use.
•Collaborates with other County departments, municipalities, agencies, and external partners as needed.
•Responds to inquiries from staff, elected officials, and citizens regarding budget matters.
•Performs administrative tasks including preparing correspondence, data entry, filing, and handling phone calls.
•Attends training sessions, meetings, and conferences to maintain professional knowledge.
•Performs other related duties as assigned.


Minimum Qualifications

Associate degree in accounting, or bookkeeping with emphasis in bookkeeping, accounting or closely related fields. 
Bachelor’s degree in accounting bookkeeping with emphasis in bookkeeping, accounting or a closely related field preferred. 

Requires at least four (4) years of experience in an accounting-related function. 



Other Qualifications

Special Qualifications:
Proficient in Microsoft Suit applications.
Intermediate level Microsoft Excel proficiency is required.

Position Type and Expected Hours of Work
This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00a.m. – 4:00 p.m. and must work 40 hours each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.
