The Los Angeles County Office of Education (LACOE) is seeking detail-oriented, systems-focused professionals with strong experience in purchasing and contract administration for the position of Procurement Analyst. This role is responsible for issuing and managing contracts, processing purchase orders, and preparing formal solicitations (RFPs/Bids) in compliance with public procurement laws. The ideal candidate will have a solid understanding of legal and regulatory requirements under the Public Contract Code, coupled with the ability to analyze procurement data and make informed, data-driven recommendations.

Under general direction, supports procurement processes by managing and enhancing procurement-related systems; conducts complex data analysis and reporting related to contract administration and purchasing to support decision-making; provides technical support, training, and guidance on procurement systems and conducts preliminary reviews of procurement documents and contracts.

The Well Qualified Candidate Will Possess the Following

Knowledge:
  • Applicable federal, state, and local statutes, regulations, and codes pertaining to public sector procurement services
  • Research methods and statistical analysis techniques
  • Procurement software platforms and related systems that streamline and enhance the procurement lifecycle including sourcing, vendor management, contract management, and purchase order processing such as CobbleStone

Required Education and Experience
Education: A bachelor’s degree with a minimum of 24 semester or 36 quarter units in business administration, contract administration, contract law, public finance, or other field closely related to the job requirements of the classification from an institution of higher learning recognized by the Council for Higher Education. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Two years of experience in purchasing, contract administration and managing procurement-related software systems, including compiling and analyzing data to make recommendations for procuring a wide variety of services or materials.

Additional Requirements: A valid California driver’s license and the availability of private transportation or the ability to obtain transportation between job sites may be required.

Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19. 

Selection Process
Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a multiple-choice exam, performance exam, and structured interview.
