About the Department

Cosumnes Community Services District is seeking a qualified individual to fill one (1) full-time Park Ranger Supervisor position. The Park Ranger Supervisor serves as an ambassador for the District, promoting safety and positive community relations within our parks and open spaces. This position is responsible for supervising Park Rangers, educating the public on park programs, activities, and regulations, and ensuring the protection of District facilities and natural resources.

POSITION
The Park Ranger Supervisor participates in the patrol and monitoring of District parks and facilities to ensure orderly, clean, and safe environments for park users; oversees Park Ranger staff in enforcing District rules, regulations, codes, and ordinances; and provides assistance and education to park visitors and participants on the use of parks and facilities. The Park Ranger Supervisor is a non-sworn peace officer authorized to issue citations when required.

The ideal candidate will possess strong leadership, communication, and public relations skills, with a commitment to safety, education, and community engagement.

Work Schedule:
Available to work a non-traditional work schedule; Wednesday-Sunday, which may include evening hours. 

Salary Information:
The Park Ranger Supervisor's salary range is between $38.78 - $54.57 per hour. The District typically appoints new employees at the first step of the salary range. Consideration for an appointment higher than step 1 will be based on experience, education, or the need for unique skills or knowledge and shall be no more than the mid-point of the salary range.

Position Duties

Note: The following duties are intended only as illustration of the various types of work that may be performed. Each individual in the classification does not necessarily perform all the duties listed. Employees may perform other related duties at an equivalent level as required.

  • Provides a positive presence; promotes enjoyment of the park and voluntary compliance with park rules; provides educational material to park patrons about park regulations, scheduled activities, park hours, and other general information.
  • Provides exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous, and respectful and to actively participate in maintaining a positive customer service environment.
  • Supervises Park Rangers, including part-time Park Ranger Assistants. 
  • Plans and participates in vehicle and foot patrol of parks and facilities to protect property and enforce rules, regulations, codes, ordinances, and policies. 
  • Responds to calls, incidents, scenes, and events in order to protect the public and park property and preserve the peace; 
  • Prepares incident/accident reports, including the intake of victims and/or witnesses statements; resolves routine customer inquiries and complaints.
  • Oversees patrols, investigations, and the preservation of crime scenes on District property. 
  • Drives a vehicle to various District facilities locations to perform visual surveillance to ensure proper use of facilities. 
  • Provides information to the public, including answering questions, explaining park or facility policies and regulations, and greeting visitors; responds to customer complaints.
  • Educates the public and acts to diffuse difficult situations. 
  • Develops programs to ensure public safety in parks, including community education interpretation, enforcement, coordination, and inspection. 
  • Provides a deterrent to unacceptable behavior by maintaining high visibility at parks, recreation facilities, and other designated areas.  
  • Oversees and participates in a variety of park and facility security duties in the management of public safety.  
  • Issues warnings and citations for violations of rules, regulations, codes, or ordinances.  
  • May counsel, advise, or detain individuals whose actions endanger a person or property.
  • Acts as a liaison between law enforcement and the public; coordinates assistance, backup, and information related to code enforcement issues. 
  • Strengthens public relations through community engagement.
  • Prepares appropriate written and oral reports; completes daily field activity reports and other required reporting records.
  • Assists in responding to emergency incidents and providing emergency care.
  • Understanding of park and District history, natural statistics, and related park rules and regulations.
  • Assists with special initiatives and outreach programs.
  • Assists with special events, public outreach, and issuance of access permits.  
  • Assists in training and directing volunteers.
  • Coordinates with private security services and reports any security-related issues.
  • Uses registration software to monitor event and program status.
  • Provides courteous and professional service to all program participants, facility users, District personnel, and the public.
  • Reports any potentially unsafe conditions to supervisor.
  • Monitors behaviors of park users and participants.
  • Supervises and conducts recreational, historic, interpretive, and wildlife programs within park areas, other open spaces, schools, and meetings of interested groups and organizations.
  • Required to work shifts, weekends, nights, and holidays.
  • May perform duties in the absence of higher-level staff as necessary.

Minimum Qualifications

Any equivalent combination of training and experience that provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. The education or experience requirement may be modified or waived at the sole discretion of the General Manager. At least one of the education or experience requirements must be met; however, both requirements cannot be modified or waived. A typical way to obtain the knowledge and skills would be:

Education and Training:
  •  High School Diploma, GED or Equivalent Certification.

Experience:
  • Two (2) years' experience in park operations, park regulations, or nature-based educational programming work that included considerable contact with the public. Experience in criminal justice, code compliance, or a related field is desirable.

Special Requirements:
  • Must possess a Certificate of Completion of P.C. 832 at the time of appointment; possession of or ability to possess Module III Certificate within 12 months of appointment.
  • Possession of or the ability to obtain First Aid and CPR/AED certifications within the first sixty (60) days of employment; Certification must be maintained through employment.
  • Must possess a valid California class “C” driver’s license with a clean driving record and maintain it throughout employment.
CRIMINAL HISTORY AND BACKGROUND CHECK
The District shall access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of applicable federal and state laws. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The District will follow the minimum standards, which include a background investigation and medical evaluation.

Knowledge of:
  • General security practices; safe work practices; local, state, and federal rules, regulations, and laws associated with park and facility usage. 
  • Laws, rules, and regulations governing park visitor behavior, group dynamics, wildlife, and domestic animal and insect characteristics and behaviors. 
  • Principals of outdoor recreation, interpretation, special events, and other types of community services. 
  • Customer service techniques for dealing with customers often in a difficult or confrontational situation.
  • Departmental procedures and processes.
  • P.C. 832 requirements, including citation preparation and procedures.
  • Modern methods of patrolling and preserving order.
  • Proficiency in operating modern office equipment, including computer equipment and specialized software applications and programs.
  • Basic operations of automated office machines, including calculator, computer, keyboard, printer and other peripherals, copiers, and fax machines.
Ability to:
  • Effectively and tactfully communicate with diverse groups of people under stressful or non-stressful circumstances.
  • Resolve conflicts and mediate disputes.
  • Assess violations and develop appropriate responses.
  • Operate a two-way radio.
  • Establish and maintain cooperative relationships with local law enforcement/non-law enforcement.
  • Maintain records and prepare clear and concise reports, logs, notes, and records. 
  • Analyze and use independent judgment in problem-solving fairly non-routine situations.
  • Thorough knowledge and understanding of the rules, regulations, and ordinances of the Cosumnes Community Services District.
  • Communicate by radio, telephone, and in person.
  • Ability to maintain harmonious working relationships with other employees and the public.
  • Ability to complete specialized training associated with the position.
  • Establish and maintain effective working relationships with a diversity of others.
  • Read, write, and comprehend reports.

TYPICAL WORKING CONDITIONS

Work is performed in both an indoor and outdoor environment on a year-round basis in various types of weather and temperature, including seasonal conditions such as extreme weather conditions, including heat, cold, wind, and moisture. Incumbents may be exposed to noise, moisture, dust, heat, cold, and other environmental substances. Work may take place and require travel in a vehicle to and from offsite indoor and outdoor locations throughout the District.

  • Supplemental Questions: The supplemental questions are considered a part of the application process. All required questions must be completed before the application can be submitted. The supplemental questions will be used to evaluate the relevance, level, and progression of the applicant's education, training, and experience. 
  • Supplemental Screening:  The district will review the responses to the supplemental questions of all candidates meeting the minimum qualifications. The most competitive candidates in the applicant pool will be selected to continue in the selection process.

Oral Panel Interview - Candidates who pass the application review will be invited to participate in an oral panel interview. Tentative date:  Thursday, December 11, 2025

In-Person Final Interview: Candidates who pass the first interview panel may be invited to a final interview. Tentative date: Tuesday, December 16, 2025
