Job Goal:
The Regional Facilitator-Texas Strategic Staffing (TSS) provides technical assistance to local education agencies (LEAs) awarded funds through the Texas Strategic Staffing Grant within Region 4 Education Service Center to design and implement a strategic staffing model plan that ensures the teacher residency model is sustainable.
This person will also spend 20% of their time supporting the Texas Strategic Staffing State Leads and Training Grant. TSS State Leads provide technical assistance throughout the state of Texas to LEAs within education service centers throughout the State of Texas.
Additionally, this individual will spend the remaining 20% of their time providing job-embedded, on-the-spot, high quality coaching to teacher candidates participating in Region 4 Inspire Texas Educator Preparation Program.
Qualifications:
Education
- Bachelor’s degree
Certification/Licensure
- Texas Teaching certificate or related certificate/licensure
Experience
- Three years of teaching experience in a traditional district and or charter school
- Experience working with talent and/or budget systems
- Three years of experience in coaching and developing aspiring/new teachers, at the campus, district, or regional level
- Experience engaging school community members
- Experience with data management systems and data processing
- Three years of experience working in human capital development at the district or regional level
Special Knowledge and Skills
- Strong project management skills
- Effective coaching and willingness to coach other ESC staff, including those outside Region 4
- Well-versed in Strategic Staffing content and delivery
- Ability to navigate new work and change management
- Openness to adapt services and work to local contexts
- Demonstrates a growth mindset and orientation towards continuous improvement
- Proficient facilitation and the ability to explain the nuances of strategic staffing models
Preferred Qualifications:
- Master’s degree
- Experience in Strategic Staffing content and delivery
- Experience in coaching and developing aspiring/new teachers at the campus, district, or regional level
- Experience as campus, district, or regional level administrator
- Experience in developing and presenting professional learning, including the associated online tools
- Principal or Mid-Management certificate
- T-TESS certification
- T-PESS certification
Responsibilities:
Texas Strategic Staffing: ESC Direct Grant Responsibilities:
- regarding the strategic staffing service.
- Attend all meetings with TEA regarding the Texas Strategic Staffing (TSS) ESC Direct Grant and complete all training and coaching sessions needed to provide high quality technical assistance to LEAs.
- Supports each LEA and partner in the design and implementation of a strategic staffing model plan that will ensure the teacher residency model is sustainable.
Texas Strategic Staffing State Lead Grant Responsibilities:
- Work with the State Lead-Texas Strategic Staffing (State Lead-TSS) by coaching and providing implementation support to ESCs assigned.
- Work with the State Lead-TSS to provide collaborative support to the US PREP Lead during design and implementation years for strategic staffing from pipeline to leadership (P2L).
- Work with the State Lead-TSS to provide Texas Strategic Staffing training support and facilitation to program participants.
Teacher Development Coach Responsibilities:
- Schedule and conduct regular observation visits, including pre- and post-observation conferences, with teacher candidates.
- Collaborate with cooperating teachers, mentors, and campus administrators to ensure the success of teacher candidates.
- Provide additional observation and coaching opportunities as needed for growth and development through lesson planning and internalization, job-embedded coaching, and on-the-spot modeling of instructional delivery.
- Adhere to all Texas Education Agency and Region 4 Inspire Texas policies, procedures, timelines, and deadlines regarding teacher certification and field supervision of program candidates.
Educator Preparation Program Responsibilities:
- Understand key characteristics of the federal and state accountability systems, Bluebonnet Learning curriculum, effective instructional strategies, Reading Academies, Math Academies, T-TESS, and T-PESS.
- Provide information to aspiring teachers through personal communications, information sessions, and related events.
- Communicate effectively to ensure aspiring teachers, campus staff, and district administrators are fully aware of the Region 4 Inspire Texas EPP components and certification expectations.
- Maintain current knowledge of state certification regulations and ensure program compliance with such.
Region 4 ESC Responsibilities:
- Develop, present, and facilitate effective professional learning sessions, series, convenings, and conferences.
- Engage in professional development to maintain knowledge and skills in area(s) of responsibility.
- Provide technical assistance and services as specified by any applicable state and/or federal grant that supports this position.
- Collect program data, maintain accuracy of information, and submit data reports as needed by the Department Director/Assistant Director(s) as well as state and federal agencies in support of accountability measures.
- Provide expert technical assistance to area districts related to compliance with state and federal laws, state policy and regulations, and adherence to ethical and legal standards that impact educator preparation, strategic staffing models, teacher coaching programs, and strategic compensation systems.
- Oversee compliance with all TEA Initiative guidelines.
- Assist the Department Director/Assistant Director(s) with budget development and management for Region 4’s Educator Development Department.
- Support the Department Director/Assistant Director(s) in ensuring annual goals for Region 4’s Educator Development Department are met.

This position requires the ability to travel up to 40-50% of the time throughout the fiscal year (i.e., sometimes will require heavier travel, while there may be full weeks with little to no travel). Frequent use of standard office equipment; prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions (keyboarding and use of mouse); occasional light lifting and carrying (less than 20 pounds); may work prolonged and irregular hours; work with frequent interruptions; maintain emotional control under pressure.
