Performs professional level duties and responsibilities, to include supervision, in a variety of human resources program areas to include but not limited to employee relations, recruitment and onboarding, providing training, legal and policy compliance, compensation analysis, oversee and administer leave requests and accommodation requests, promotes assigned human resource programs, helps align HR strategies with County goals, and other professional duties as assigned by the HR Director.

ESSENTIAL JOB FUNCTIONS:

Under the direction of the Human Resources Director, assists in the day to day operations of the Human Resources Department.

Oversee and supervise other HR staff, to include assigning work, providing training, and evaluating performance.  

Advises and assists County employees in a variety of areas including policy interpretation, employee relations, employee grievances, benefits administration and monitoring compensation.

Maintains awareness of changes in law and regulations affecting the County’s human resource policies. Monitor human resource policies and procedures for compliance with appropriate regulations and laws.

Assists with personnel issues including but not limited to conflict resolution, involuntary terminations, in-house investigations and supervisor complaints. Counsels employees and supervisors on matters related to personnel administration.

Create and maintain supervisor and employee training curriculum. Recommends and coordinates employee training activities.

Responds to requests for information from employees, management, outside agencies and the public; responds to HR policy questions.

Communicates employee performance evaluation processes throughout the County and ensures they are done in a timely manner. 

Conducts and completes surveys on behalf of the County; evaluates surveys and information to assist in evaluating department and County strategic priorities.   Responds to outside Colorado county inquiries. 

Assists in the development and maintenance of the County compensation plan including market analysis for positions.

Audits compensation system regularly.

Perform base pay administration, job analysis, and salary structure adjustments.

Assists with recruitment tasks as needed.

Assists with maintaining employee information in the Human Resource Information System.

Assists with budget management, vendor billing, claims payments and administrative fees. 

Acts as a Human Resources Representative on teams or committees as directed by the HR Director.

Provide support to the HR Director.  Assist in setting strategic priorities and actionable plans for the HR Department.

Strong strategic, analytical, critical thinking, problem-solving, interpersonal and communication skills are essential to the position.

Ability to manage multiple priorities and maintain confidentiality.

Knowledge of employment laws, process and regulations.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor’s degree; human resources, public administration, business, psychology or related field preferred and four (4) years of related HR experience.

Master’s degree preferred.

Previous supervisory experience is preferred.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses and Certifications:

PHR or SPHR (desired)

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 30 pounds.

Work is generally confined to a standard office environment.
