ABOUT THIS JOB
Position Specific Summary
The Residential Rehabilitation Project Supervisor position at the City of Tucson’s Housing and Community Development Department supervises and coordinates the daily activities of the Tucson Home Repair Program (THRP) and the Lead Hazard Reduction Program (LHRP). This position monitors and manages all program activities including staff.
Work is performed under the supervision of the Community Development Manager. This position exercises supervision over housing personnel.
Duties and Responsibilities
Supervises and oversees the daily work of staff and coordinates personnel-related activities to include, but not limited to training, approving work schedules, recommending and approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
Provides oversight, ensuring alignment with THRP and LHRD program goals and ensures compliance with policies and regulations including City of Tucson, HUD Community Development Block Grant (CDBG), and HUD Office of Lead Hazard Control & Healthy Homes (OLHCHH).
Evaluates program effectiveness through data collection, feedback, and performance analysis. review program waitlist and eligibility files and assign cases to staff. Coordinates with other city staff on environmental reviews, procurement, and reporting. Manages contacts for partner agencies, reviews partner expenditures and performance.
Maintains grant budgets, processes timely payments, reconciles budgets, monitors performance and expenditure benchmarks, ensures compliance and timely reporting to funders.
Answers and resolves questions, concerns and complaints between community members, contractors, homeowners, and other stakeholders. Builds relationships with local contractors, ensure contractor files and up to date, and conduct contractor recruitment.
Conducts construction site visits and inspections.
Serves as the default point of contact for homeowner questions, complaints, and workmanship/ quality assurance concerns.
Performs all other duties and tasks as assigned.
Work conditions as follows:
Occasional nights/weekend events for outreach. 20% travel to worksites/outreach events.

MINIMUM QUALIFICATIONS
Minimum Required Qualifications:Education: Bachelor's degree
Work Experience: Three (3) years of relevant experience
*Any combination of relevant education and experience may be substituted on a year-for-year basis
Valid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation - Motor Vehicle Division
Preferred Qualifications:
Project Management, Construction Management, Experience with rehabilitation/renovation
Familiarity with HUD funding and grant management
Bi-lingual (English / Spanish)
Supervisory Experience
Experience managing budgets and reporting using Excel
Ability to communicate effectively through verbal and written communication with various stakeholders
