The Chief Financial Officer (CFO) is a key member of EMI’s executive leadership team and a strategic business partner to the President. This individual will oversee all financial operations, compliance, and planning activities for EMI’s diverse portfolio of government contracts and joint ventures.
The CFO will lead financial strategy, reporting, and risk management across a multi-state, unionized, and SCA-governed workforce, ensuring adherence to federal acquisition regulations while driving efficiency and supporting growth.
This is a hands-on leadership role suited for an experienced government contracting finance executive who thrives in a complex, mission-driven environment.
Key Responsibilities
- Direct all financial operations, including accounting, budgeting, forecasting, analysis, and cash flow management across EMI and its joint ventures.
- Ensure full compliance with FAR, CAS, DCAA, and other federal financial requirements, particularly for multi-site service contracts.
- Oversee the financial management of SCA and unionized labor contracts, ensuring accurate labor costing, benefits compliance, and reporting.
- Partner with operations leaders to monitor project performance, cost efficiency, and profitability across multiple military bases and customer sites.
- Develop and manage the annual operating budget and long-term financial plans in alignment with EMI’s and TechFlow’s strategic goals.
- Lead, mentor, and develop the accounting and finance team, fostering a culture of accuracy, integrity, and continuous improvement.
- Coordinate and support audit preparation and reviews (internal, external, and government).
- Oversee joint venture accounting and financial reporting, ensuring compliance and transparency among partner entities.
- Identify and implement process and systems improvements (including automation and reporting tools) to enhance financial visibility and control.
- Provide financial insight and guidance to inform strategic decisions, including pricing, workforce planning, and new business opportunities.
- Collaborate closely with TechFlow’s corporate finance team to ensure alignment, consistency, and integration of reporting and strategic initiatives.
Requirements
- Bachelor’s degree in Accounting, Finance, or Business Administration; Master’s degree or CPA preferred.
- Minimum 10+ years of progressive financial management experience, including at least 5 years in a senior leadership role.
- Demonstrated experience managing financial operations for federal government service contracts, including union and SCA labor environments.
- Strong understanding of FAR, CAS, DCAA, and government cost accounting principles.
- Proven experience with joint venture accounting and consolidated reporting.
- Expertise in Deltek Costpoint or similar government accounting systems highly preferred.
- Strategic thinker with excellent analytical, communication, and leadership skills.
- Ability to lead teams across multiple locations and collaborate effectively with both operations and executive stakeholders.
- Must have eligibility to obtain and maintain US Government Security Clearance. (US Citizenship is required).
