Position Summary

The ideal candidate will provide program management support for Unmanned Maritime Systems (UMS) programs at Naval Surface Warfare Center Panama City Division. Support the Program Manager in coordinating RDT&E and ISEA program activities including meeting coordination, briefing development, weekly status reporting, Integrated Master Schedule (IMS) coordination, and Navy Enterprise Resource Planning (NERP) system oversight. Assist with program documentation, material purchase tracking, contract status reporting, and ensuring seamless program execution for critical Navy mine countermeasure systems including Unmanned Undersea Vehicles (UUVs) and Unmanned Surface Vehicles (USVs).

Responsibilities

  • Attend weekly status meetings and provide back-up meeting attendance to report on ongoing tasking status; support program reviews at NSWC PCD, Program Office, or contractor facilities as required.
  • Prepare agendas, presentation materials, meeting minutes, and trip reports for program reviews and meetings; provide rapid turnaround of draft meeting minutes and trip reports to support program execution and documentation requirements.
  • Support NSWC PCD in preparing periodic briefing materials and presentations from Government Furnished Information (GFI) for NSWC PCD Reviews and other briefings; store developed briefing materials in the UMS electronic library and prepare hardcopy printouts as required.
  • Support the Project Manager in the development of the weekly highlights report; coordinate compilation of program status information and key accomplishments across multiple technical areas.
  • Coordinate with Integrated Master Scheduler on IMS development and maintenance; support logistics milestone scheduling using Microsoft Project reflecting Littoral Combat Ship (LCS) integration scheduled events.
  • Provide Navy Enterprise Resource Planning (NERP) system oversight including access coordination, data entry support, and inventory management system updates; ensure contractor personnel maintain required NERP access and training.
  • Prepare input to ISEA program management documentation; draft presentation packages and coordinate program documentation requirements across multiple technical disciplines and support areas.
  • Track and coordinate material purchases; obtain required approvals from COR (purchases =$5,000) and Contracting Officer (purchases >$5,000) prior to procurement; maintain itemized purchase documentation with cost/price analysis.
  • Support Other Direct Cost (ODC) tracking and monitoring; coordinate with financial staff on cost expenditure monitoring and ensure accurate documentation of material purchases and program expenditures.
  • Prepare content for Contract Status Reports submitted on a monthly basis; coordinate input from technical leads and ensure timely submission of comprehensive program status information to Government.

Requirements

Qualifications

  • Bachelor's degree in any technical or managerial discipline
  • 5+ years of professional experience in program/project management
  • Project Management Professional (PMP) certification preferred
  • Experience with government contract program management and supporting program reviews
  • Knowledge of program documentation requirements, including meeting minutes, trip reports, briefing materials, and status reports
  • Experience with Microsoft Project or similar scheduling tools for milestone tracking and program schedule development
  • Familiarity with Navy Enterprise Resource Planning (NERP) system or similar government ERP systems preferred
  • Experience with material purchase coordination, cost tracking, and Other Direct Cost (ODC) management
  • Strong organizational and coordination skills with the ability to manage multiple priorities and support diverse technical teams
  • Excellent written and verbal communication skills with the ability to prepare professional briefing materials and program documentation
  • Knowledge of Unmanned Maritime Systems, naval programs, or defense contract management preferred
  • SECRET security clearance
  • U.S. citizen
