Duties and Responsibilities:

  • *Oversees facilities operations maintenance for the University of Hawaii, John A. Burns School of Medicine (JABSOM).
  • *Plans, organizes, directs and coordinates a variety of on-going tasks involving servicing of HVAC, electrical, plumbing systems, locksmith, carpentry, painting, other building systems & other equipment.
  • *Plans, organizes & directs the provision of facilities service support activities; schedules facilities operations, assignments, usage, personnel & management of facilities associated with support services.
  • *Inspects & monitors projects to assure timely completion & work is performed in accordance with plans & specifications.
  • Oversees monitoring of the boiler operations at JABSOM.
  • Oversees functioning of the Heating Ventilation Air Conditioning & Refrigeration (HVACR) operations within JABSOM, troubleshooting and overseeing repairs as needed.
  • Oversees building repair work orders sent to facilities management &/or vendors.
  • Directs & oversees programmatic policies & program operations, to include strategic planning & service delivery.
  • Advises & interprets the application of federal and state laws, rules, regulations & procedures, ensuring compliance with policies & procedures.
  • Oversees preventative maintenance programs, routine maintenance and repairs, & fire sprinkler maintenance/operations.
  • Consults & maintains close liaison with UHM engineers & private architectural & engineering consultants & equipment specialists to discuss engineering challenges, difficulties & problems.
  • Provides periodic on-site inspection of facilities operation maintenance work to ensure compliance with design & quality workmanship.
  • In coordination with the JABSOM engineering staff, develops work scopes to maintain the Facilities¿ buildings & grounds.
  • Identifies & oversees repair, replacement &/or installation of plumbing systems & components by using appropriate materials & tools.
  • Creates standard operating procedures for facilities operations maintenance at JABSOM.
  • Works with JABSOM facilities personnel to facilitate teamwork concept in repair & maintenance projects.
  • Other duties as assigned

Minimum Qualifications:

  • Possession of a baccalaureate degree in mechanical engineering, electrical engineering, structural engineering, architecture, physics, chemistry or mathematics and 5 year(s) of progressively responsible professional experience with responsibilities for mechanical/facilities engineering, energy engineering, servicing or construction; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of construction management, mechanical engineering, building construction materials, cost classification and analytical techniques & specification as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with mechanical engineering.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Demonstrated experience in HVAC servicing and maintenance.
  • Knowledge of biosafety level 3 laboratories.
  • Knowledgeable in principals of pump and motor operation.
  • Understanding of water chemistry treatments, including boiler water, cooling tower chemistry   and corrosion inhibitor treatment in reheat water systems.

Desirable Qualifications:

  • Experience with Trane &/or Johnson York chiller plant servicing & operations.
  • Successful completion of the 10-hour OSHA, Occupational Safety & Health Training Course.
  • Understanding of facility design & construction (primary and secondary boundaries) related to biosafety.
  • Understanding of phoenix air valve operation.
  • Working knowledge of Johnson Controls Inc. (Metasys) building automation systems & controls.
  • Familiarity with AiM (or similar e-facilities software) utilized for work management, asset management & preventative maintenance.
  • Familiar with variable frequency drives (VFDs) & their applications.
  • Familiar with biosafety cabinets & fume hoods.
  • Basic understanding of autoclave operation & maintenance.
  • Knowledgeable in principles of diesel maintenance & operation.
  • Familiar with the Hazard Communication Standard & able to employ, monitor and improve safety measures such as lockout/tagout programs in facilities.
  • Familiar with overseeing & managing contracts.
  • Able to write clear & detailed work scopes for bidding documents.
  • Familiar with AutoCAD programs.
