Qualifications

Required

  • Any combination of education and experience equivalent to a bachelor's degree in accounting, economics, finance including or supplemented by coursework in financial reporting, financial planning and analysis, and/or business administration.
  • Five (5) years of experience in investment accounting and financial modeling.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Knowledge of governmental accounting, fiscal management, Generally Accepted Accounting Principles, and Governmental Accounting Standards Board.
  • Knowledge of federal, state, and county procedures, policies, regulations, and legislation impacting the maintenance of the financial records and reports involved with retirement systems.
  • Knowledge of actuarial theory and practices.
  • Ability to analyze, evaluate, and interpret financial data and draw sound conclusions.
  • Proficiency in the use of technology and data compilation, manipulation, and analysis.
  • Ability to develop and maintain effective working relationships with all levels of employees.
  • Ability to work independently and as part of a team.
  • Ability to communicate effectively, both orally and in writing.

Preferred

  • Certified public accountant (CPA).

Major Duties/Essential Functions

  1. Analyzes and reviews internal and external financial reporting and financial statements to ensure that all revenue and expenditure transactions are recorded in accordance with generally accepted accounting principles and governmental accounting standards board best practices.
  2. Ensures that investment activity complies with the investment guidelines established by the Board of Trustees.
  3. Monitors variance analysis to highlight any trends or significant variations that identify areas of organizational risk and opportunities for improvement.
  4. Collaborates with fund actuary to develop forecasting projections for use in fund management.
  5. Assumes lead role in preparing the Comprehensive Annual Financial Report.
  6. Performs and participates in internal and external audits of pension fund activity and provides recommendations to minimize audit gaps.
  7. Evaluates internal controls for efficiency and recommend strategies to increase effectiveness.
  8. Stays current on legal developments; interprets and implements complex IRS or other legal rulings that pertain to retirement accounting.
  9. Develops, recommends, documents, and implements approved ERFC financial accounting policies.
  10. Conducts research on finance, budgeting, and/or procurement issues and recommends solutions.
  11. Monitors various external programs of the ERFC, including securities lending and commission recapture.
  12. Assists in the completion of performance evaluations, identifies staff skill gaps and recommends professional development programs for direct reports.
  13. Performs related duties as required or assigned.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
