POSITION TITLE: Emergency Management Coordinator

DEPARTMENT : Emergency Management

SUPERVISOR: Emergency Management System Director


NATURE OF WORK: This position will assist in coordinating disaster response or emergency management activities, resource coordination, provides disaster preparedness training, assist with preparing emergency plans and procedures for natural or man-made emergencies or other hazardous situations.

DUTIES AND RESPONSIBILITES:

  • Assist in the on-going revision and maintenance of the Emergency Management Plan, Emergency support functions, and the policies and procedures.
  • Keep informed of federal, state, and local regulations affecting emergency plans and adhere to these regulations.
  • Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
  • Assist in coordinating disaster response or crisis management activities, such as ordering evacuations, opening public shelters, and implementing special needs plans and programs.
  • Collaborate with other officials to prepare and analyze damage assessments following disasters or emergencies.
  • Assist in the coordination, training, and supervision of volunteers.
  • Assist in the implementation of emergency preparedness training and information for the public, schools, and businesses.
  • Assist in researching grant funding and the coordination of grant applications, may provide oversight and monitoring of funds appropriated to ensure accountability and program compliance.
  • Supervise the work of staff, including overall responsibility for performance, training, and evaluation, encouraging and building mutual trust, respect, and cooperation among team members.
  • Responsible for the maintenance, operation, and support of the Tribe's Emergency Operations Center.
  • Review, analyze and develop reports on plans, programs, and other related documents.
  • Assist and/or represent the Emergency Management System Director and department at public meetings.
  • Research, develop, and maintain local hazard analysis, public education programs, emergency management training opportunities, and emergency response exercises.
  • Coordinate the training and follow-up for the Map Your Neighborhood and NOAA radio programs.
  • Maintains the data for the telephone warning system and Community calling tree.
  • Coordinates all the ICS, CPR, First Aid and AED training for staff and volunteers.
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge and understanding of statutory requirements and administrative policies and practices applicable to emergency management functions and operations.
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective security operations for the protection of people, data, and property in the community.
  • Knowledge of the methods and procedures involved in budget preparation and control.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Ability to use independent judgment and knowledge to make appropriate operating decisions, resolve operational and inter-jurisdictional problems and conflicts.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Ability to communicate information and ideas both orally and written so others will understand.
  • Ability to deal with criticism calmly and effectively in high stress situations.

MINIMUM QUALIFICATIONS:

  • BA in Business or Public Administration, Communications, or a closely related field and three years of experience in an administrative, supervisory, and/or teaching position. OR
  • Any combination of experience/education which would clearly indicate the ability to perform the duties of the position may substitute equally for the recruiting requirement of BA in Business or Public Administration, Communication, or a closely related field.
  • Must have a valid Washington State driver`s license and be insurable under the Nisqually Indian Tribe`s insurance policy.
  • Must be able to successfully pass a criminal history background check.
