Job Summary
Directs the day-to-day operation of the Environmental Convenience Centers (ECC). Responsible for the supervision of the employee operating the Environmental Convenience Centers. Work is reviewed by consultation and analysis of reports prepared. Directs contractors and County employees from other departments during construction and maintenance of ECC’s. Reviews plans and specifications for renovating and construction of new centers. Directs and supervises support activities related to Environmental Convenience Center operation under the direct supervision of the Deputy Director.
Essential Duties and Responsibilities
- Maintains and delivers necessary supplies; works to ensure the safety of the employees to the Environmental Convenience Centers; keeps necessary records and keeps the Deputy Director informed of daily activities.
- Schedules and directs employees engaged in operating the four Environmental Convenience Centers.
- Assists the Deputy Director in the procurement of new equipment and review of plans for renovating and construction of new centers.
- Responsible for scheduling container hauling as dictated by the volume received at each site.
- Responds to citizen complaints and/or requests for information relating to the operation of the centers.
- Responsible for all repairs and maintenance of equipment at the Environmental Convenience Centers.
- Assists Deputy Director with the annual budget and various bid documents as it pertains to the Environmental Convenience Centers.
- Assists Deputy Director with the supervision of the Clay County Recycling Center and maintenance at the Rosemary Hill Solid Waste Facility.
- In case of emergency or crisis situation (hurricane, flood, etc.) position is required to respond/perform emergency and recovery duties as assigned by the County Manager or designee.
- During an emergency or crisis situation, this position will may be required to be present at the Emergency Operation Center (EOC) to provide assistance while activated.
- Performs other duties as assigned
Minimum Requirements
- Two (2) years of supervisory experience
- Valid Florida driver’s license with clean driving record
- A High School Diploma or GED equivalent is required
- Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job
Supplemental Information
Regular attendance is an essential function of this position.
Advise and counsel ECC employees regarding County ordinances governing solid waste disposal. Must coordinate solid waste collection activities at the Environmental Convenience Centers. Must be able to measure and evaluate the level of service in performance of Environmental Convenience Centers. Must be able to plan work activities, organize tasks, evaluate performance, and assist in the preparation bids/proposals as related to the Environmental Convenience Center.
Knowledge of principles and practices of solid waste collection and recycling programs. Knowledge of local ordinances and State/Federal laws pertaining to solid waste and recycling programs. Ability to communicate effectively, both orally and in writing. Ability to analyze statistical data, conduct research and prepare technical reports. Must possess or acquire some knowledge of electrical and hydraulic components. Must possess and maintain a valid Florida Drivers License and clean driving record.
Employees may be required to perform duties, including the employee’s normal work function or other emergency support functions as deemed necessary by the County, as assigned before, during and after hazardous weather or state of local emergency.

Hearing: Perceiving the nature of sounds with no less than a 40db loss @ 55 Hz, 1,000 Hz and 2,000 Hz with or without correction. Ability to receive detailed information through oral communication and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
Repetitive motions: Substantial movements (motions) of the wrists, hands, and/or fingers.
Visual requirement equal to that for clerical administrative whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, etc.
