About the Department

Position Information:

This is an  Open Competitive recruitment to create an eligibility list for current and future vacancies. Successful candidates are expected to work eight (8) hours a day, five (5) days a week, and twelve (12) months per school year.  Candidates must submit proof of all required documents to be considered for the recruitment process.

GENERAL PURPOSE
Under general supervision, performs complex professional accounting and financial analysis in the preparation, review, and maintenance of the District's financial records and reporting systems; May oversee the work of Senior Accountants, Accountants and various technical staff to ensure accuracy, compliance, and efficiency in financial operations; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS
A Principal Accountant performs complex and technical accounting and financial analysis to support sound management decision-making on significant District-wide issues and to ensure the integrity of the District's financial controls and accounting systems. Assignments require the use of independent judgment on issues that are complex, interpretive and evaluative in nature.
A Principal Accountant is distinguished from a Senior Accountant in that an incumbent in the former class performs more complex accounting and analyses on issues of District-wide significance. A Principal Accountant may also supervise and direct the work of a group of professional accounting staff.

Position Duties

Duties
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  1. Performs complex and technical analyses of financial and accounting records, including schedules, records of revenues, expenditures and special funds and other documents and calculations to ensure accurate and comprehensive financial reports in accordance with GAAP, GASB and other reporting requirements and standards; reconciles major postings to source documents.
  2. Finalizes the monthly financial closing process and generates month-end reports.
  3. Reviews District accounting procedures and practices to ensure sound internal controls and to evaluate conformance with GAAP, GASB and other accounting requirements and standards; analyzes new accounting standards, evaluates their impact on District practices, and recommends alternative methods of compliance.
  4. Analyzes changes in tax, labor and other legal requirements and recommends methods for ensuring compliance that are least onerous to the District; maintains a reference library on taxation, payroll and other legal and regulatory requirements.
  5. Analyzes new District accounting and reporting needs; recommends revisions to the Charts of Accounts; participates in developing findings, alternatives and recommendations involving complex revenue, budgetary and financial management issues.
  6. Assists independent auditors with their annual audit of the District; assigns the preparation of working papers to staff members and coordinates the preparation of specials analyses and schedules; researches issues raised by the outside audit team; monitors, follows up and reports on implementation of auditor findings.
  7. Conducts special analyses or investigations at the request of the manager; prepares reports, spreadsheets and other documents and findings; conducts internal audits, if assigned.
  8. Assists staff of other departments in conducting queries and generating special reports; designs and creates custom financial reports.
May be responsible for budget functions and financial operations for a department such as Adult Education.

Minimum Qualifications

MINIMUM QUALIFICATIONS
Knowledge of:

  1. Principles and practices of general, fund and governmental accounting including financial statement preparation and methods of financial control and reporting.
  2. Principles and practices of cost accounting.
  3. Internal control and audit principles and practices.
  4. Principles and practices of public agency budgeting.
  5. Laws and regulations relating to the financial administration of a school district.
  6. Principles and practices of business data processing particularly related to the processing of accounting and financial information.
  7. The operations, requirements and codes of the District's general ledger computer system.
  8. District functions and associated financial management issues.
  9. Principles and practices of effective supervision.
Ability to:
  1. Operate a computer and spreadsheet software and other standard office equipment.
  2. Analyze and make sound recommendations on complex financial data and operations.
  3. Plan and evaluate financial systems and practices and make sound recommendations for improvement.
  4. Understand, interpret, explain and apply District, state and federal laws regulating District financial accounting, reporting and record-keeping.
  5. Develop and implement financial procedures and controls.
  6. Perform complicated mathematical calculations and analyses.
  7. Prepare clear, concise and comprehensive financial statements, reports and written materials.
  8. Exercise sound independent judgment within general policy guidelines.
  9. Establish and maintain effective working relationships with all levels of District management, staff and others encountered in the course of work.
Education, Training, and Experience:
1. Graduation from a recognized four-year college or university from an institution of higher learning recognized by the Council of Higher Education Accreditation in the field of accounting, finance, business administration or a closely related field and 
2. Six (6) years of progressively responsible professional accounting, budgeting, or finance experience, preferably in a governmental agency.
