- Installs, repairs, replaces, and performs preventive maintenance on all components of traffic signal systems, including closed loops, span poles, mast arms, span wires, guys wires, assembles traffic signal heads, wire signal heads, wire detectors, installs conduit, cable closures, and maintains records of repairs and timing changes, and maintains automated “closed loop” signal system.
- Installs fiber optic cable through conduit and on poles. Responds to “knocked down” poles to reinstall cable.
- Monitors the installation and performance of the traffic signal system including testing, installation, repair and maintenance of traffic and pedestrian signals including controllers and related equipment on a scheduled and emergency basis.
- Installs controller cabinets and wires all components in the cabinet, including controllers, network switches, conflict monitors, vehicle detection systems, interconnect cables, and termination panels.
- Works with engineering personnel to install signal timing plans, implement changes on the system and in conducting field repairs. Works with traffic signal vendors in the installation, wiring, and hanging of traffic control devices
- Conducts final inspections on the installation or modification of electronic controllers and related equipment.
- Repairs, installs and replaces Town-owned, Public Works-maintained street lighting not subject to restriction by the power company, by changing bulbs, fixture and photo sensors in the lamps or other ancillary work.
- Plows, shovels, or otherwise removes snow, dirt, or other debris from streets, sidewalks, and adjacent areas; participates in snow and ice control operations. Maintains snow and ice control equipment operated and driven.
- Repairs, installs, and replaces Town owned Public Works-maintained electrical systems.
- Maintains statistical records, maintenance history and response times using department asset management software.
- Performs job duties in the work environment as described above.
- Trains staff in traffic control, repair, and programming.
- Attended continuing education programs and training.
- Maintains a clean and safe work environment in the field, shop, and vehicles.
- May coordinate and oversee the work of one or more part-time personnel and vendors.
- Thorough knowledge of the principles and operations of traffic signal systems, including automated “closed loop” signal systems.
- Knowledge of materials, instruments, methods and techniques to maintain complex electronic, electrical, and mechanical devices and equipment.
- Knowledge and ability to bench test electronic equipment using specialty testing tools.
- Knowledge, skill, and ability to install cable, signals, control units, and overhead wiring.
- Knowledge of the principles, practices, and procedures of traffic engineering.
- Knowledge of electronics and electricity, as related to electronic traffic light signals and parking equipment repair, limited to 120 volts.
- Knowledge of safety practices in shop areas in the field of traffic signal repair and construction.
- Working knowledge of the Federal Manual on Uniform Traffic Control Devices after six (6) months of employment.
- Ability to maintain effective working relationships with peers, superiors, other agency personnel, vendors, merchants, and the general public.
- Ability to read and understand complex written materials.
- Ability to communicate orally and in writing.
- Ability to teach traffic signal light programming and design.
- Ability to work outdoors in all weather extremes both day and night as needed.
- Ability to work around congested traffic conditions.
- Ability to work at heights to fifty (50) feet.

Job Purpose:
Under the general supervision of the Street & Traffic Signal Manager, performs journey level work in the installation, repair, and preventive maintenance of electrical and electronically controlled traffic signal control equipment, traffic detection equipment; operates a bucket truck, leads assigned assistants: does similar work as required, including participating in the Town's snow and ice control work and other Emergency Management operations.
Work Environment:
Work involves moderate risks or discomforts which require special safety precautions. Work environment includes working with electricity, electrical/electronic components and equipment. Must be able to sit at a desk or stand at a counter and work continuously for extended periods on intricate circuitry. Twenty percent (20%) of time is spent bending and lifting up to fifty (50) pounds and carry a distance of up to fifty (50) feet. Some work is performed around high voltage lines with aerial lift truck and working on roadways with traffic. Exposure to dirt, noise, fumes, and other disagreeable conditions. Work may include extended work periods in excess of eight (8) hours and being called in to respond to public safety emergencies. May be exposed to extreme weather conditions. The proper utilization of Personal Protection Equipment is required in the performance of most job functions. Must be able to perform such tasks as writing, filing, typing, using a calculator, and skills which require hand-eye coordination such as using a computer. Has frequent contact with the public, other employees, town departments, vendors and contractors. Must be able to concentrate on fine details with occasional interruption, attend to tasks/functions for more than forty-five to sixty (45-60) minutes at a time, remember multiple assignments given over long periods of time, and understand the theories behind several related concepts. Must be able to communicate in English and be understood clearly; hearing requirements include the ability to effectively interact with others in person or by telephone.

Minimum Qualifications:
High School Diploma or equivalent. State of Connecticut E-1 or E-2 Electrical License. Five (5) years of experience in traffic controller repair and programming, to include repair and maintenance of electronic and electro-mechanical traffic signal; or any equivalent combination of education and experience.
Must possess a valid commercial drivers’ license (CDL), or possess a valid state drivers’ license and obtain the CDL within the probationary period, and possess a driving record compliant with the Town of West Hartford Safe Driving policy.
Special Circumstance:
This position shall be required to participate in the Federal Motor Carrier Safety Administration, Drug & Alcohol Testing program and subject to all provisions of the drug and alcohol testing program.
METHOD OF SELECTION
Applicants must obtain a passing score of 70% on the Oral Board Examination to be placed on the Eligible List for this position.
