About the Department

Performs difficult professional work managing the operation, construction, maintenance, regulatory compliance, and repair of the water distribution and wastewater collection system and the water and wastewater treatment plants; does related work as required. Work is performed under general direction of the Water Resources Director. Supervision is exercised over all Division personnel.

 

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects, and some medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a self contained breathing apparatus. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.

Position Duties

Managing the operations, installation, construction, maintenance, repair, and regulatory compliance programs of the water distribution and wastewater collection system and the water and wastewater treatment plants. 

Manages record keeping systems for operations, construction projects, contracts, maintenance, and customer records and files. 

Plans, organizes, and directs the work of Division personnel and contractors in the construction, operation, installation, repair, maintenance, and rehabilitation of water and sewer infrastructure and facilities; develops and implements policies and procedures. 

Oversees and directs response to contractors, engineers, and customers on a wide variety of projects and service issues. 

Prepares reports and logs on construction projects and system operations for submission to Director and regulatory agencies; develops and recommends short and long range plans and goals for system improvement. 

Manages all aspects of large construction projects including approval of pay requests for large monetary amounts. 

Maintains employee training records to comply with State certification requirements and safety programs. 

Acts as cost center and division manager; prepares budget for all division programs and monitors expenditures. 

Manages employee performance and enforces discipline; interviews applicants; recommends hiring and promotions. 

Develops, oversees, and enforces field safety programs and ensures compliance with OSHA requirements. 

Prepares bid specifications and requests for proposals for large capital projects and equipment purchases. 

Negotiates and prepares service contracts for outside contractors. 

Manages capital projects and contracts for installation and/or rehabilitation of water and sewer infrastructure. 

Acts as project manager for large capital improvement projects at the water and wastewater treatment plant. 

Acts as the Operator in Responsible Charge for the City’s water and wastewater system pursuant to NCDENR requirements. 

Performs related tasks as required.

Minimum Qualifications

Comprehensive knowledge of the methods and techniques used in the operations, construction, installation, repair, maintenance, and rehabilitation of water and sewer infrastructure; comprehensive knowledge of contract management and administration for large capital improvement projects; comprehensive knowledge of State and Federal safety programs and the occupational hazards associated with water and sewer systems; comprehensive knowledge of all regulatory rules and requirements governing water and wastewater systems; ability to manage all Division activities; ability to direct and supervise the work of subordinates; ability to manage large construction, maintenance or service contracts; ability to read and interpret complex construction drawings, sketches, and blueprints; ability to establish and maintain effective working relationships with associates, regulatory agency officials, and the general public.


EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited community college with major coursework in construction management, civil engineering, or related field and extensive experience in the operation, construction, inspection, maintenance, and repair of water and sewer infrastructure.

Other Qualifications

Possession of an appropriate commercial driver's license valid in the State of North Carolina.  

Possession of Grade IV Wastewater Collection, Grade A Water Distribution, Cross-Connection Control, and OSHA Competent Person certifications.
