ABOUT THE POSITION
The Business Systems Manager will manage a team of analysts responsible for evaluating, gathering requirements, supporting and enhancing business systems to meet organizational goals. The Manager will work closely with stakeholders, technical teams, and cross-functional partners to formalize complex technology requirements and implement low-code technology projects through use of various technologies. This role requires process understanding and business requirement gathering capability and leadership capabilities to manage team to ensure requirements are aligned with objectives and deliver measurable value to end users. Key responsibilities:
- Provide leadership: Direct the work of subordinate supervisors and staff, including performance monitoring, coaching, and managing personnel actions.
- Stakeholder management: Cultivate and manage relationships with stakeholders and customer groups, acting as the liaison between them and the IT department.
- Project and systems management: Oversee the analysis, design, and implementation of new technology projects, and support existing systems.
- Technical specifications: Translate business requirements into functional and technical specifications for software applications.
- Application configuration: Oversee the configuration of applications to ensure they achieve the desired business capabilities and develop solutions on low-code platforms
- Application issue management: Identify, analyze, and resolve application issues reported for support.
- Vendor coordination: Manage relationships and coordinate work with vendors and other external service providers.
This is an at-will managerial position. The Trial Court Employment Protection and Governance Act (SB 2140) authorizes the Court to exclude managerial employees from the employment protection provisions of the Act subject to meet and confer.
THIS IS A TELEWORK ELIGIBLE OPPORTUNITY
This position may be eligible for full or partial telework following an initial training period and contingent upon the needs of the Court.
SELECTION REQUIREMENTS
To qualify, you must meet one of the following options at the time of application:
- OPTION I: 9+years' experience in business analysis, requirements definition and information technology support; two years of which must include managing the work performance of a major departmental function.
- OPTION II: Associate’s degree* in information technology, computer science, management information systems, or related field; -AND- 7+ years' experience in business analysis, requirements definition and information technology support; two years of which must include managing the work performance of a major departmental function.
- OPTION II: Bachelor’s degree* in information technology, computer science, management information systems, or related field; -AND- 5+ years' experience in business analysis, requirements definition and information technology support; two years of which must include managing the work performance of a major departmental function.
- OPTION IV: Master’s degree* in information technology, computer science, management information systems, or related field; -AND- 3+ years' experience in business analysis, requirements definition and information technology support; two years of which must include managing the work performance of a major departmental function.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio (e.g., working 20 hours per week for two months equals one month of experience). Overtime does not count toward additional credit.
DESIRABLE QUALIFICATIONS
- Experience leading and managing a team of business analysts or similar roles.
- Proficiency in gathering, documenting, and managing requirements for IT projects.
- Familiarity with Agile development principles and practices.
- Ability to build strong relationships with stakeholders and effectively manage their expectations.
- Excellent written and verbal communication skills to effectively interact with both technical and non-technical stakeholders.
- Ability to analyze complex business requirements and develop effective low-code IT solutions.
- Understanding of IT systems, architecture, and software development methodologies.
- Strong ability to grasp and understand business processes and the ability to align IT solutions with business strategies.
- Experience managing IT projects, including scope, timelines, and budgets.
