About the Department
General Description: The City of Jacksonville is seeking an enthusiastic, qualified crew leader to manage a team and provide effective guidance as a Utilities Crew Leader in the Utilities Maintenance Division. This division works diligently behind the scenes and with the public ensuring the City's water and sewer lines are functioning in an efficient and effective manner. Utilities Maintenance Crew Leaders perform difficult skilled work supervising and participating in the work of a maintenance, repair or construction crew; does related work as required. Work is performed under regular supervision. Supervision is exercised over an assigned work crew.
Position Duties
Planning, overseeing and supervising the work of a crew maintaining, repairing, or installing underground utility lines; operating construction or maintenance equipment; maintaining records and files; preparing reports.

- Assigns and supervises the work of semiskilled and/or skilled workers and equipment operators in the repair, maintenance or construction utility lines.
- Performs or assists in performing more difficult repair and construction tasks.
- Inspects work in progress to assure conformance with instructions.
- Makes and adjusts work assignments.
- Requisitions necessary equipment and materials.
- Maintains time and material records.
- Prepares work reports; maintains time sheets.
- Trains and instructs subordinates.
- Responds to complaints; determines liability and takes appropriate action.
- Contacts customers when service will be discontinued in their area.
- Operates a variety of medium and heavy equipment in performance of tasks.
- Performs related tasks as required.
Minimum Qualifications
Any combination of education and experience equivalent to graduation from high school and 2 to 5 years experience in skilled maintenance repair or construction work related to the area assigned.
May require an appropriate commercial driver's license, NC Collections Grade III Certification, OSHA Competent Person, and A Distribution License from the state of North Carolina.
Other Qualifications
Thorough knowledge of the trade(s) required in the maintenance, repair and/or construction area assigned; thorough knowledge of the occupational hazards and safety precautions of the work; ability to assign and supervise the work of others; ability to maintain records and prepare reports; ability to skillfully use the specialized tools and operate equipment related to the area assigned; ability to work independently; ability to establish and maintain effective working relationships with associates.
