The Colonel over the Office of Incident Management, Fugitive Recovery, and Security Oversight provides executive-level leadership in the coordination, readiness, and security operations of the Louisiana Department of Corrections. This position ensures a unified response to critical incidents, oversees fugitive recovery operations, and maintains statewide compliance with security and ACA standards. The Colonel serves as a key liaison between DOC headquarters, correctional facilities, and external agencies during emergencies, disasters, and high-level security matters.This position offers a dynamic and mission-critical opportunity to lead statewide emergency operations and fugitive recovery for Louisiana’s correctional system. The Colonel plays a pivotal role in crisis response, interagency collaboration, and maintaining public trust through safety, accountability, and operational excellence.
Position Duties
Five years of experience in a correctional, behavioral, or penal institution with responsibility for the security, custody, rehabilitation, or classification of offenders, or in law enforcement or security plus one of the following:
1. Possession of a high school diploma or GED; OR
2. One year of experience in any field; OR
3. Six months of law enforcement experience as a POST certified peace officer.
Two years of this experience must have been in a position equivalent in scope of responsibility or complexity of work performed to a Corrections Captain in State service.
NECESSARY SPECIAL REQUIREMENTS:
An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.
Applicants must be at least 18 years of age.
Possession of a current driver's license.

Job Duties:
Incident Management and Emergency Operations
Leads the Department’s response to critical incidents, ensuring the Incident Management Center (IMC) is fully operational and ready for activation. Coordinates emergency logistics—including supply distribution, facility evacuations, and communications—to maintain the safety and security of DOC staff and offenders during statewide emergencies.Fugitive Recovery and Escape Investigations
Oversees all DOC inmate escape investigations from state and local facilities. Coordinates with law enforcement and Probation & Parole to issue warrants, recover fugitives, and prevent future incidents. Prepares and submits detailed reports to executive leadership, including the annual statewide escape report.Headquarters Security Oversight and ACA Audits
Oversees security operations at DOC Headquarters, ensuring a safe and secure environment for staff and visitors. Coordinates and conducts ACA compliance audits focused on institutional security across all state facilities. Identifies security risks, recommends corrective actions, and supports leadership in maintaining statewide standards for facility safety and operational readiness.

Position-Specific Details:
Appointment Type: Promotion of a permanent, classified employee of LA DPS&C - CORRECTIONS SERVICES (Adult DOC)
- The selected employee may be required to serve a trial detail prior to being permanently promoted, or may be required to accept a probational appointment.
Note regarding the advertised pay range: The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and NOT the amount we are allowed to pay a new hire.
