The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is looking for a Medical Director - Outpatient to join our team. The Outpatient Mental Health Medical Director will be responsible for utilizing review and management across the organization. The Harris Center has a strong commitment and focused priority toward improving quality as a core value and is looking to grow the team! The position will report to the VP of Medical Services and will develop, implement, support, and promote Health Services strategies, tactics, policies, and programs that drive the delivery of quality healthcare. In addition, this role will be responsible for clinically monitoring all mental health and crisis services provided to outpatients throughout the agency. In addition, the role will be primarily responsible to assist the VP of Medical Services to direct and coordinate the medical management, quality improvement and credentialing functions for the business unit. The candidate will collaborate with Clinical staff, IT, and medical leaders to drive meaningful measurement and quality assurance as defined by the Texas Administrative Code. The successful candidate will have extensive experience in theory and practice of continuous quality improvement, utilization management, policies and procedures related to medical services, data and trend analysis, and leading quality teams to effectively drive positive changes in organizations. This job functions at a 60% clinical and 40% Administrative capacity.
Your role in action:
The Outpatient Mental Health Medical Director will have clinical oversight and supervisory responsibility. This position will have several essential job functions, including quality/ safety and oversight of clinical quality measures, as well as an overall organizational leadership role.
- Provides medical leadership of all for utilization management, cost containment, and medical quality
improvement activities. - Provides direct supervision and consultation and/or diagnosis to clinical staff (psychiatrists, nurses, psychiatric nurse practitioners, FNP, physicians).
- Responsible for the administration of physical and/or behavioral health medical services, to ensure the appropriate and most cost effective.
- Performs medical review activities pertaining to utilization review, quality assurance, and medical review of complex, controversial, or experimental medical services.
- Assists VP of Medical Services in planning and establishing goals and policies to improve quality and cost effectiveness of care and service for members
- Provides medical expertise in the operation of approved quality improvement and utilization management programs in accordance with regulatory, state, corporate, and accreditation requirements.
- May provide clinical consultation and serve as clinical/strategic advisor to enhance clinical operations.
- Acts as lead business and clinical liaison to network providers and facilities to support the effective execution of medical services programs by the clinical teams.
- Provides quality oversight and lead the quality efforts for behavioral health.
- Performs other related duties as assigned by CMO.
What qualifications you will need:
Education:
Board Certification approved by one of the following certifying boards is required, where applicable to duties being
performed
- American Board of Psychiatry and Neurology in Psychiatry
- Must be an actively practicing physician
Experience:
- Minimum 3 years of clinical practice experience in the health care delivery field as a psychiatrist required.
- Five years of experience in a medical leadership role, preferred
- Five years of experience preferred in a managed care organization, preferred
- Experience treating or managing care for a culturally diverse population, preferred
Knowledge, Skills & Abilities:
- Course work in the areas of Health Administration, Health Financing, Insurance, and/or Personnel Management.
- Management training in healthcare leadership/administration
- Demonstrated ability to lead change and complete projects at complex organizations, and specific skills in quality improvement and clinical transformation.
- Demonstrates competencies in key leadership and management skills.
- Effective communication skills (verbal and written).
- Extensive knowledge in working with data analytics and trend analysis.
- Ability to prioritize and manage complexity in a rapidly changing, high growth environment.
- Strong interpersonal ability to influence and collaborate, comfortable navigating ambiguity and across organizational hierarchies.
- Strong ability to understand and analyze data.
- Excellent time management skills, prioritization skills, with a track record of handling complex initiatives and meeting goals/targets.
- Passionate about improving mental health and IDD care delivery to be equitable, efficient, safe, and accessible in Harris County and beyond.
- Growth-minded, and excited to learn about healthcare innovation and emerging models of care.
- Community psychiatric care and IDD care delivery standards.
- Working knowledge of Texas Administrative Code as applied to behavioral health setting.
- Must have knowledge of Utilization review reporting and evaluation.
- Must have knowledge of computer systems, systems applications, and other office equipment.
- Must have excellent analytical, written, and verbal communication skills.
- Knowledge in Agile and project management.
