Description

HELIOS is seeking a highly experienced Program/Project Manager to join our team in supporting the Naval Surface Warfare Center Philadelphia Division (NSWCPD). This role offers an exciting opportunity to contribute to critical research and development, testing, evaluation, engineering, and fleet support activities for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. The successful candidate will play a key role in managing complex projects within NSWCPD Code 60, which is responsible for the Compatibility Test Facility, ensuring the delivery of innovative solutions that support national defense.


Key Responsibilities:

- Lead and manage multiple projects related to research, development, test, and evaluation activities for naval platforms and systems.

- Coordinate with cross-functional teams, government agencies, and industry partners to ensure project objectives are met on time and within budget.

- Develop and maintain detailed project plans, schedules, and budgets, providing regular status updates to stakeholders.

- Oversee technical reviews, risk management, and quality assurance processes to ensure project compliance with Navy standards and specifications.

- Facilitate communication among team members, clients, and leadership to promote transparency and collaboration.

- Support the planning and execution of testing activities at the Compatibility Test Facility, ensuring adherence to safety and operational protocols.

- Provide technical guidance and mentorship to junior team members and project staff.

- Contribute to continuous improvement initiatives to enhance project management processes and organizational efficiency.


This is position is contingent on contract award. Veterans receive hiring preference.

Requirements

The following are the minimum requirements for this position:

  • Possess a current, active SECRET Clearance
  • Experience working with and handling U-NNPI Information.
  • Must be a U.S. Citizen
  • Bachelor's degree in Engineering or Business from an accredited college or university.
  • Five (5) years experience with the development and update of Integrated Product Schedules (IPS) and creating timetables for projects, tests and large scale program milestones. 
  • Experience with determining timing of tasks and when specific materials will be needed using information based on resource availability and program requirements.
  • Proficient with using modern computational tools to demonstrate critical path items, interim milestones, and equipment lead time. Must have a working knowledge of level of production scheduling required to support an ACAT I/II Level Program.
