About the Department

This position is responsible for planning, scheduling, assigning, and supervising the construction, maintenance, and repair of electrical infrastructure.

Position Duties

  • Directs and supervises the work of electric line crews; ensures compliance with work safety policies and procedures.
  • Plans and schedules work to be performed related to the installation, repair, and maintenance of electrical infrastructure.
  • Oversees and delivers training to crew personnel.
  • Responds to electrical infrastructure emergencies; diagnoses problems, prepares action plans, and completes repairs.
  • Completes required reports and maintains required records.
  • Installs, repairs, and maintains underground and overhead electrical distribution infrastructure.
  • Installs, repairs, and maintains electrical substation equipment.
  • Installs, repairs, and maintain overhead electrical transmission infrastructure.
  • Conducts investigations of unplanned events that occur within the electrical infrastructure.
  • Assigns, directs, supervises, and evaluates assigned personnel.
  • Responds to customer questions and concerns.
  • Responds to after-hours emergencies. 
  • Performs related duties.

Minimum Qualifications

  • Knowledge of the methods, practices, tools, materials, and equipment involved in the construction, maintenance, and repair of electrical infrastructure.
  • Knowledge of the American Power Safety Manual.
  • Knowledge of Occupational Health and Safety Administration rules and regulations.
  • Knowledge of city electrical specifications.
  • Knowledge of relevant state and federal regulations.
  • Knowledge of safe work practices and procedures.
  • Knowledge of department policies and procedures.
  • Skill in utilizing specialized tools and equipment related to the construction, repair, and maintenance of electrical infrastructure.
  • Skill in the operation of computers and job-related software programs.
  • Skill in reading and interpreting maps and drawings.
  • Skill in oral and written communication.

Other Qualifications

SUPERVISORY CONTROLS

The Electrical Services Superintendent assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

GUIDELINES

Guidelines include the city electrical specification manual, the APPA Safety Manual, OSHA regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.   

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied supervisory, management, and technical duties. The variety of tasks to be managed combined with the need to respond of unforeseen and changing conditions contribute to the complexity of the position.
  • The purpose of this position is to supervise the installation, maintenance and repair of the city’s electrical infrastructure. Successful performance helps ensure the efficient and effective delivery of electric services to customers.

CONTACTS

  • Contacts are typically with coworkers, vendors, consultants, contractors, representatives of other agencies, safety inspectors, and the general public.
  • Contacts are typically to exchange information, resolve problems, provide services, motivate or influence persons, and negotiate or settle matters. 

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed outdoors. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and occasional cold or inclement weather. Some of the work is performed on utility poles, in elevated buckets, and in the presence of electrified lines. The work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over an assigned crew of personnel.

MINIMUM QUALIFICATIONS

  • A high school diploma or GED AND eight (8) years of relevant power transmission and distribution or closely related experience that includes two (2) years of management and/or supervision OR any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
  • Possession of and ability to maintain certification as a Journey Lineman.
  • Possession of and ability to maintain a valid State of Wyoming Class A commercial driver’s license.
  • May be required to lift and/or carry heavy, bulky supplies, materials, and/or other items weighing up to 70 pounds and carry up to 20 feet.
  • Must be able to work with hands rubber-gloved and with rubber sleeves.
  • Must be able to work from an aerial lift device and climb and work on wood structures up to 100 feet in height.
  • May be exposed to dangerous machinery, potential physical harm, extreme weather conditions, infectious diseases and high voltage lines.
  • May be required to work outside the traditional work schedule.
  • May be subject to call-out and/or call-back.
