The City of Torrance is recruiting for an Accounting Technician to join the 

Finance Department Team and General Services Team!


Mission Statement: Protect the City's assets while providing and supporting the Torrance Community with sound financial advice in timely, cost effective and professional manner.


The Department
The Finance Department is a dynamic organization whose mission is to protect the City’s assets while providing and supporting the Torrance community with sound financial advice in a timely, cost effective and professional manner. Managing the department’s FY202
General Fund expenditures of $6.0 million and day to day operations is skillfully executed by 41 staff members. The Finance Director assists the City Manager in the operation and capital improvement budgets, serves as advisor to the Land Management Team and Investment Committee, presents to the City Council an annual audited statement of the City’s financial condition prepared in accordance with governmental reporting standards promulgated by the Governmental Accounting Standards Board (GASB).

The mission of the General Services Department is to provide quality services that support City departments in a manner which enable them to carry-out their community missions; to provide these services in a cost-effective and efficient manner which best serves the operational needs of City departments and the community. This position is located at the Torrance Airport.

The Position

The Accounting Technician position requires an incumbent with a strong understanding of accounts payable processes, procedures, and controls to serve as an Accounting Technician in the City’s Accounting division. This position is tasked with supervising the City’s Accounts Payable team, overseeing and assisting with the processing of approximately 400 invoices per week, and ensuring the timely disbursement of weekly check issuances.


Under general supervision, Accounting Technician also perform responsible clerical work in connection with keeping or reviewing financial or statistical records. Accounting Technicians maintain complex ledger systems; post, assemble, tabulate and compare financial data; prepare accounting, statistical reports, and schedules; and keep records of transactions and receipts issued.  Accounting Technicians may also supervise the work of others and support and advise subordinate account clerks on detail and accuracy. 

Position Duties


Education and Experience
Any combination of education and experience that provides the knowledge and abilities required is qualifying.  A typical way to obtain the knowledge and abilities would be:
 
High school graduation or equivalent, preferably including or supplemented by courses in accounting or financial record keeping and three years of experience in the preparation and maintenance of financial records.

OR 
Associates degree, preferably including or supplemented by courses in accounting or financial record keeping and two (2) years of experience in the preparation and maintenance of financial records.
OR 
Bachelor's degree in Accounting or Finance and one (1) year of experience in the preparation and maintenance of financial records.


Successful candidates will possess the following:

  • Experience working with automated financial systems;
  • A strong accounting background;
  • A strong understanding of accounts payable processes, procedures, and controls.
  • Excellent editing and proofreading skills;
  • Ability to pay close attention to detail with a high degree of accuracy;
  • Results-oriented and ability to perform effectively in a dynamic environment;
  • High energy, enthusiasm, and motivated demeanor; and
  • Demonstrate natural leadership ability and a strong desire to train, lead, and motivate a team.
