About the Department
The Treasury Division-Finance Department is actively seeking a Senior Manager-Treasury Administration. This position reports to the Treasurer and is responsible for overall management and oversight of Treasury operations, accounting activities, and internal controls. Primary responsibilities include the following:
- Manages the Treasury Administration function and staff, with direct responsibility for ensuring the continuity of daily operations and the provision of expected service levels to internal and external stakeholders.
- Reviews and approves all policies and mission critical procedures for all Treasury operations to ensure the department has proper controls in place and is operating in an efficient manner.
- Researches, analyzes, interprets and applies laws, rules, regulations, policies, procedures and guidelines governing accounting activities as they apply to the Treasury organization and the City.
- Lead responsibility for responding to all Treasury-related audit issues and interacting with Accounting personnel and auditors on all relevant matters.
- Oversight and review of all ad hoc, daily, weekly, monthly, quarterly, and annual journal entries to ensure proper accounting for cash, debt, and investments.
- Prepares, analyzes, and submits Treasury Division budgets.
- Negotiates and administers contracts with vendors that provide services which support Treasury operations or provide Treasury-related services to other City departments or agencies.
- Manages the Treasury Division’s contribution to development of the Annual Comprehensive Financial Report, including the assignment of staff related to the preparation of schedules, final review of work submissions by Treasury staff, and submission to the Comptroller’s Office.
- Oversight and administration of all Treasury operational and accounting systems.
- Schedules, assigns, reviews, and evaluates the work of staff.
- Communicates clear direction, manages for results and leads organizational change.
- Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
- Performs other duties as assigned.
Other Qualifications
- A bachelor's degree from an accredited institution is required, with a major in accounting preferred.
- At least six years of professional experience in treasury or finance is preferred, with at least two years of managing staff desired.
- Certified Public Accounting designation is required.
